Chris Hill introduced himself stating he replaced Maurice Hughes. Rome Kamai introduced Lt.Jim Mullican, Hazmat Coordinator for the Kodiak team. NEW BUSINESS There were no new business items. INFORMATIONAL ITEMS a) PKIMC Preparedness Drill (Michael Julius,RN) Michael Julius was not in attendance today. Dvorak stated he wanted to get the borough involvement. Dvorak stated Julius had contacted DOT that they might do some sort of collaborative thing but he didn't have a timeframe. Dvorak hoped Julius could talk about what their objectives could be and what they wanted to achieve. We'll bring this back at the next meeting. b) Designation of area wide/emergency radio frequency, KEOP, Appen. C, Page C-4 (Bob Himes) Bob Himes wanted to make everyone aware in the Emergency Operations Plan, Appendix C, Page C-4 the designated emergency frequency is being used by the city for their paging and tsunami system so we need to stop using it. We need to get another frequency or multiple frequencies designated and he'll notify everyone once a frequency is designated. Page 1 of 3 c) FY2011 LEPC Grant Application Submittal (Duane Dvorak) Dvorak stated he included a copy of the actual application in the packet to give you an idea of how the allocation of funds would lay out for next fiscal year. For the most part it's very similar.Our money is down a little from last year. d) April 8, 2010 Marine Rescue Operations Annex - Tabletop Exercise (Lt. Jason T. Boyle,USCG) Dvorak said he knows there was a meeting at KFRC on April 8th and was sponsored by the Coast Guard.They are putting together this Marine Rescue Operations Annex. Lt. Jason Boyle stated that everyone who came to the mass rescue operations training should have received a draft copy of the annex for the Kodiak EOP. In it we solicited some feedback for the draft but he didn't receive any so he's extending the opportunity for feedback for 1 week before finalizing it. e) Kodiak Crab Festival Preparedness Booth (Rome amai/Bob Imes) Dvorak stated this is a photographic record of the booth we had at the Crab Festival. This wasn't something we did as a LEPC but was done from the responder community and resources. We did contribute our Emergency Preparedness brochures and also USB drives with the current Emergency Operations Plan Volumes 1-4 which covers the road system, Volumes 5-10 which are the village plans,and lastly the LEPC Bylaws and an application form. We started with 500 USB drives and printed on the outside is Kodiak Area LEPC and the State Emergency Response Commission website. You can access info about LEPC's on this website. This is the first time they are allowing promotional things with the grant funds. PRESENTATION a) Training presentation - AK Shield Hazmat Exercise in Anchorage, April 27-29 (Lt. Jim Mullican, CO -F ) Mullican, Hazmat Coordinator for the City of Kodiak Hazmat Team and part of his job is we are a State asset besides responding to hazardous incidents up to Level A in Kodiak we respond to different areas in the state when communities that don't have Level A Hazmat Teams need help or if communities that have Level A capabilities gets exceeded in its ability to deal with the situation. He gave a PowerPoint presentation on the Alaska Shield Exercise and stated the objective was to bring the teams together because they hadn't operated together as a whole at all before. Teams were mixed up so not only are we working together as units we're working together inside the units to build the team concept but also the trust we need to have with each other when we go into these situations. There were people from Federal NDOT responders and EPA people from DC heavily involved in the drill also. The drill was for a massive 7.1 earthquake in South Central Alaska with aftershocks a few days later involving trains carrying hazardous substances that were released. The passenger train had 50 passengers on board, live passengers that were injured and contaminated with diesel fuel. Anchorage Fire Department and Elmendorf Fire Department also responded. This was one small part of the drill going on in Anchorage. They had a simulated building collapse on the other side of town. The intent was to overwhelm Anchorage Fire Department. The Army was brought into the exercise. Everyone was staged and then responded to the scene. It started about 7:30 a.m. and finished up about 7:30 p.m. Federal support was involved as well who used the State Emergency Coordination Center who contacted the EPA, Army, and all the Federal players in this. Page 2 of 3 COMMUNICATIONS a) Next LEPCA/SERC Meetings-September 2010 in Anchorage b) Bi-Annual Preparedness Conference-September 2010 in Anchorage Dvorak stated the LEPC Statewide Association and the State Emergency Response Commission meetings will be in September 2010.They've gone to their Bi-Annual Conference format In conjunction with this it usually ends up being a week long set of meetings and trainings. There's a big push right now for training, some of you might have been involved in the ICS 100 and 200 training last winter and fall.Those are the basic ICS courses you can take. The State's big push right now are the ICS 300 and 400 which are the courses aimed at mid level and executive level responders and the folks that will be involved in our incident command system. Those courses are taking place around the state and if anyone is interested in pursuing those courses they can be obtained online through the FEMA website.We will try to get some folks down here to do training. The State is developing their own courses called G191, that's the ICS/EOC interface and then G351 which is the who's in charge course. They are planning on rolling out the G191 in Valdez in August. Dvorak stated this should have been under Informational Items but Bob Tucker wanted to give an update on the East Elementary backup generator situation. Tucker stated at the last meeting everyone was interested in where we are with the backup power for East Elementary for the hospital backup. He took that information forward to the Engineering & Facilities Department moving that project up on the list. It went before the Assembly at their last work session where they had consensus and they're looking at borrowing the money from the Facility fund to fund this project. That budget should be passed, if they pass it, tonight. That project would be funded this summer and we could start working on it as soon as possible. ADJOURNMENT Mayor Floyd MOVED to adjourn.
