INTRODUCTIONS
Adrian Avey introduced herself stating she's the Grant Administrator with DHS&EM.
Andrew Stevens introduced himself stating he's the new Emergency Planner with DHS&EM.
Rich Courtney introduced himself stating he's with the National Weather Service.
NEW BUSINESS
a) Review of updated IMT call out list
Dvorak stated Rome Kamai has been working on this list which he has verified that these
people are available and qualified to fill certain positions in our incident management team
structure. Dvorak said this incident management roster is published in two locations- one in
the public portion of our Emergency Operations Plan that doesn't contain home phone
numbers; and the other in our confidential portion of the Emergency Operations Plan where

we publish all the numbers that the dispatch center and other incident management team
staff need in the event of a disaster.
Rome Kamai stated we are continuing planning for training of incident command, level 300
and 400.We may be able to do it locally.
Bob Himes MOVED to recommend this as a change to our Emergency Operations Plan.

b) Review list of Current Tier H filings within the KI LEPD
Dvorak stated the Local Emergency Planning Committee has a district referred to as the LEPD.
The LEPC has certain responsibilities and we as the coordinators have certain responsibilities
to make sure that we're fulfilling the intent of the grant and the intent of the legislation that
created the LEPC. One being the community right to know and in the packet is a list of every
agency that has submitted a Tier 11 report. The Kodiak City Fire Department is the repository
for Tier 11 reports which the public may review. Kamai emailed him the SERC Frequently
Asked Questions website that tells about the Tier 11 submittal process and other things people
may be interested in. In addition,it's a location where you can also get the forms. In discussing
this with Kamai and trying to put more emphasis on the hazardous material community right
to know aspects of LEPC we are considering publishing this list in the newspaper and
thanking these organizations for their timely filings. We want to encourage agencies to
continue on and make other agencies aware of it by the example of these organizations.
INFORMATIONAL ITEMS
a) H1N1 Pandemic Influenza Update (Ruth-Anne O'Gorman
O'Gorman stated HIN1 is still out there and there is still vaccine available. We have pretty
much closed our IMT, we stood down and the state has also stood down. We're going to do
some AF direction report following this meeting.
Dvorak said we're still monitoring it. If the situation changes we would ramp our response
back up. We are relying on the health community providers and other folks to keep us
informed.After this meeting we will talk about our community response.
b) Alaska Shield Table-top Exercise 2010
Dvorak stated we talked about participating in the Alaska Shield exercise in late April or the
beginning of May but it was decided we couldn't participate at a real active level. There was
some discussion that sometime during Alaska Shield we might do a table top exercise where
we would pull out our Emergency Operations Plan and with the assistance of the DHS&EM
staff, they would help us simulate an exercise and we would go through our plan to simulate
responses to a seismic type event exercise. We haven't really pinned down a date yet. We are
on our own if we want to do an exercise but maybe we want to consider doing this whether in
conjunction with Alaska Shield or not. We would want participation between the City of
Kodiak and the Borough but also other agencies that would want to participate to give it a
sense of realism.We were mobilized for a tsunami advisory on Saturday.
Rich Courtney stated March 24th is the tsunami drill date and they will,in conjunction with the
Tsunami Warning Center in Palmer, send out a series of test messages. Most of the messages

do not make it out to the public but they run the test over the radio circuits and into all the
various public radio stations and corporate radio stations and they test the EIS on it. That's
primarily what they are doing for that event. All of the radio stations in town did activate the
alarm for the EIS.
Dvorak said if we do want to do a table top exercise it would entail probably a half day or 1
day.
c) Update of October Mudslide/Flooding Disaster
Dvorak stated we went through this response and had a hot wash on this already. We've
demobilized and are in a recovery phase now. There was a state and federally declared
disaster that entailed only public aid, not aid for private property owners. Most of the
widespread damage had to do with roads, culverts, and some public facilities. Most damage to
private property was sporadic and not really widespread in the community that it didn't rise
to the level of a disaster declaration for that kind of assistance.We have had some heavy rains
and the Fire Chiefs and other public safety folks have been watching the water coming into the
streams off of the hillsides because when the water starts getting dark and cloudy with
sediments and dirt that's a sign that erosion is occurring. If the rain and storm event continues
that could be a precursor to a failure of land or a mudslide.
d) Revised LEPC By-Laws adopted at 3DEC09 meeting(Duane Dvorak)
Dvorak said he's provided a copy of the Bylaws adopted at the last meeting. We also had
elections last month. He congratulated Rome Kamai, the new chair of the LEPC, Bob Himes as
the vice chair, and Marjorie DeGreef as the secretary as of January 1s. It's common when you
elect new officers to a newly formed group to stagger the terms of the initial elected officials
so the chair is a 3 year term,vice chair is a 3 year term but his term will run 2 years the first
go around and if he stands for re-election he'll get a full 3 year term the second time around,
and then the secretary is down as a one year term and your position will come back up just for
this initial go around until we can get into the cycle. If you read through the bylaws you get a
better sense of what LEPC's duties and functions are as opposed to the all hazards approach.
e) Updated LEPC Member List(Duane Dvorak)
It's the first effort to institutionalize with the lost bylaws that we had to resurrect and re-
adopt He hopes to leave more of a legacy of the LEPC and its activities.
f) ICS 100/200 Training Update(Rome Kamai/Bob Himes
Dvorak said we had some training last fall and this winter for the ICS 100 and 200. H said he
got a lot out of it and he was impressed with the structure of it
Kamai stated he would like Himes to teach the 300 and 400 and coordinate it with local folks'
schedules.We will have it at the community training center.
Himes stated Dave and Eric helped teach it too and they both enjoy it and wish to more
training.We would also like to get the elected officials in for training.
Kamai stated he forgot to mention during Alaska Shield Exercise that we received a grant from
DMVA to send a team of 4 of our hazmat level A folks to Anchorage to participate in the Alaska
Shield Exercise. Hazmat teams from all around the state have been funded to participate in an

Alaska Shield Exercise event in Anchorage. It's a railroad car release of hazardous material.
This is to get the teams together to function as one so if we have to go to Fairbanks or where
ever we will know each other by name and be able to function in an incident command system
to help the incident commander of that jurisdiction.
Margie Draskovich said the college is sponsoring what they call Campus Emergency Response
Team (CERT) training next week. The CERT team in Anchorage is coming to hold the 3 day
training.

COMMUNICATIONS
a) Next LEPC/SERC Meetings-March 26, 2010 in Anchorage
Dvorak said he will be attending this along with Marjorie DeGreef. DeGreef agreed to come as
the secretary of the LEPC. The emphasis will be on community cooperation or collaboration
and it sounds like dealing with response issues in remote communities.Training is going to be
a big part of this.
b) Bi-Annual Preparedness Conference-March 22-25, 2010 in Anchorage
Dvorak stated Marjorie DeGreef will also be attending this conference.
