CALL TO ORDER
The regular meeting of the LEPC was called to order at 1:30 p.m. by Duane Dvorak on
September 4, 2008 in the Kodiak Island Borough Assembly Chambers.

APPROVAL OF THE AGENDA
TC Kamai MOVED TO APPROVE the agenda as presented. Ron Fried SECONDED the
motion. It CARRIED by unanimous voice vote.
MINUTES OF PREVIOUS MEETINGS
Dvorak MOVED TO SUSPEND THE ORDERS OF THE DAY to allow everyone an
opportunity to read the minutes.
INTRODUCTIONS
Lt. Jason Boyle introduced himself and stated he replaced Lt. Patrick Lee.
INFORMATIONAL ITEMS
A) Kodiak Area Emergency Preparedness Guide —distribution of revised guide
Dvorak stated we were due for a new printing so we took out some of the graphics to simplify it.
We also have a program to try to get them translated into Spanish and Tagalog, and we have the
basic translations of the prior document. This particular guide has the Pandemic Influenza
section included. The previous translation s that we already had done doesn't have the Pandemic
Flu section, and there were quite a few changes in the wording that needs to be put back through
the translations. It is in the process and we are going to be working on it again this year to get the
translations done. The City of Kodiak Fire Department has taken the lead in distributing these
within the community. The Coast Guard is going to have a display with these for the new people
arriving in Kodiak.
Linda Freed stated to contact her or Rome Kamai if you aren't sure where to distribute them. The
City Fire Department is distributing the guides pretty widely within city limits to all the hotels,
churches, and so on.
Dvorak stated recently we participated with the licensed child care providers in the community
that came in for training on emergency preparedness. We handed out 25 or 30 guides.
B) Emergency Response Guidebook-- distribution
Dvorak stated the City got 2 boxes and we got 4 boxes. We have distributed most of the
guidebooks and have maybe 1r dozen left. This is the response guidebook that talks about what
to do in the event of a hazardous material release. It gives guidance on placards, how to read
them, precautions to take, how to address mounting a response to the various types of hazardous
materials. It's primarily oriented towards responders.
Linda Freed said there are quite a few copies at the Fire Hall if anyone needs any.
C) LEPC Grant Update
Dvorak stated this is the annual grant that we use each year to partially fund these quarterly
meetings and other activities, such as training or planning nature. The advertising that we will
talk about later in this agenda is part of this grant as well. It's the money we use to print these
Emergency Preparedness Guides. We got an additional $2500. Normally, our baseline funding
has been $17, $00. We weren't expecting the additional funds that were re-allocated from other
districts that didn't get an allocation. If anyone has any suggestions of ways we may be able to
use this money send him an email or get with him after the meeting.
D) Hazard Mitigation Plan Update
Dvorak stated we have been working on a little over 3 years now and we're very close to
completing it. We just sent off the last of the revised community annexes. We have a borough
wide plan that was approved in our Phase I. It made the Borough eligible for seismic retrofit
grants for a number of school facilities including the high school, middle school, Ouzinkie,
Community School, Peterson Elementary, and perhaps others. We have done well and largely
due to the community's support for these investigations. These annexes apply to each one of the
villages and the City of Kodiak will make these communities eligible for similar kinds of Pre
Hazard Mitigation Grants that can be used to upgrade facilities that are either sub-standard or at
great risk. There is some cost benefit analysis that is required that the community has to
undertake on its own in order to establish their case and apply ERA qualifying for the grants. The
first step is to have a plan in place and so we are close to that now. Our grant has been extended,
we've had changes to staff over the 3 years this has been in process, in addition so has the
Division of Homeland Security & Emergency Management at the State level. Because of some
of the changes that has occurred over the years it has required us to extend the grant a little. We
are extended until October 3151 now. In addition, the State is now looking at next fiscal year's
grant cycle so if any community's interested in applying for this grant the deadline is December
12'h by which time you have to indicate your interest in applying for Pre Hazard Mitigation
Grants. We fully anticipate that the communities of the Kodiak Island Borough will be eligible
by that date.
Bud Cassidy stated Kodiak's experience is being held up throughout the State of Alaska. It may
be nominated for a western regional award for how it was done. Cassidy also said he thinks they
want to use it as a model to show other communities what was done and how it can be done.
Cassidy stated that Dvorak said it best; it started with the whole community being on board and
identifying this as a priority.
E) Emergency backup Generation at FAA Tower(State Airport)
Dvorak stated the emergency backup generator has been on the last 2 quarterly meetings and at
the last meeting we were going to contact the FAA representative in Kenai. Since then we didn't
get an idea of what the electrical requirements are at the tower. Dvorak said in talking with Bob
Tucker, the KIB Facilities Coordinator, we probably need to make a field trip to the tower to
have a look at the electrical and see what the requirements are. The tower doesn't have any
backup power now, and they aren't a full time tower. The contract tower operators come in to
work a daily shift and when they clock out they turn control over to Kenai Flight Service Station.
They have hand held radios where theoretically they are supposed to be able to continue their
normal operations. Because they aren't rated for 2417 operation by FAA it's unlikely that they
would be willing to spend the money to put a backup generation facilities into this tower unless
the community wanted to do it. It would have to be a community decision.
Gayle Solesbee stated Bill King is no longer the manager. The new manager is John Thatcher.
F) Emergency Backup Generation at East Elementary
Dvorak stated the last exercise that was held by the hospital to look at Main Elementary which is
our designated backup hospital facility if our hospital became overwhelmed or had some other
problem. There was a problem with door openings and perhaps other things that made us look at
East Elementary.
Marjorie DeGreef stated the main door openings will be the same at Main or East, but at Main
Elementary the only outlets that are serviced through the backup generator is just in the
gymnasium area and a few on refrigeration. DeGreef also said there isn't any outlet power to any
of the rooms because the only electricity they have is the overhead lights so we couldn't use any
of the hospital equipment.
Dvorak stated Bob Tucker provided a couple of memos regarding backup generation that are in
your packet, and they talk about different generation facilities that we have available to us and
how they may be repositioned around the organization. Tucker, Facilities Coordinator, will be
looking at this actively, and he'll determine what the status is on the generation that we do have.
G) Kodiak Survival Guide Advertising
Dvorak stated the deadline is September 91h to get our ads in the paper. He said we usually do 2
or 3 ads every year in the Survival Guide and they are paid for by LEPC Grants. It is a joint
City/Borough function that we both participate in the content of these advertisements and
publishing. The LEPC Grant has bounced back and forth from the City to the Borough several
times in the past. Cassidy and Freed will nail down which ads and how much we want to
advertise.
Deborah Darminio requested Dvorak email the graphics for the ads to her so she can print them
out on poster board and post them in the commissary on the Coast Guard Base.
Linda Freed stated she was wasn't able to attend the June meeting, but Dvorak did send her an
updated Pandemic Influenza Annex that the State worked on and Dvorak did some more work on
it. The people at the June meeting said they would like to see it move forward, and Freed
s goal is to send it out to the broader Pandemic Influenza email group because since the revisions
have been made only a small handful of people have seen a copy of it. We will try to schedule an
Emergency Services Council Meeting for some time in December to have them adopt it to
incorporate it into the Emergency Operations Plan, and the goal is to have it be effective as a part
of that plan as of January 1St. Freed will get the plan out in the next couple of weeks for review,
ask people to get comments back, ask people who are on the Pandemic Flu mailing list if they
want to have another meeting to discuss it or they can just send comments in for revisions, and
then move forward from there.
PRESENTATION
There were no presentations.
COMMUNICATIONS
Dvorak stated there is an upcoming LEPCA/SERC meeting on September 17th and 18th that is
held 3 times a year, and this year it's being held in Fairbanks. There will be a weeklong series of
meetings and training. Dvorak will be attending on behalf of our local LEPC and he'll have a
report at the December meeting of what went on.
Freed stated the City also has what is called the Emergency Management Program Grant which
is Federal money that comes in to support the efforts the City is engaged in for emergency
preparedness, similar to the LEPC Grant. Our grant also requires us to attend this Tri-Annual
Emergency Planning &Preparation Training.
APPROVAL OF MINUTES
Darsha Spalenger MOVED TO APPROVE the LEPC minutes from June 5, 2008 and it was
SECONDED by TC Kamai. The motion CARRIED by unanimous voice vote.
