I. CALL TO ORDER
The regular meeting of the LEPC was called to order at 1:30 p.m. by on June 12, 2008 in
the Kodiak Island Borough Assembly Chambers.

A quorum was established.
III. APPROVAL OF AGENDA
Jeff Holcomb MOVED TO ACCEPT the agenda as presented. The motion was
seconded by Terry Stone and it CARRIED by unanimous voice vote.
IV. MINUTES OF PREVIOUS MEETING
TC Kamai MOVED TO ACCEPT the minutes of the March 6, 2008 regular meeting as
presented. The motion was seconded by Jeff Holcomb and it CARRIED by unanimous
voice vote.
V. INTRODUCTIONS
A) Ron Fried introduced Scott Williams as the new KIB School District Facility
Coordinator.
VI. INFORMATIONAL ANNOUNCEMENTS
A) Pre-Hazard Mitigation Plan-Submitted for Review by FEMA and DHS&EM
B) Update on the City/Borough RFP to review the condition of emergency warning
sirens throughout the borough.
TC Kamai reported last year the City contracted Dr. Henry Richter to evaluate the
siren alert system within the City of Kodiak. Now we are bringing him back to do
a Propagation Study due to not being able to hear the sirens everywhere. He will
recommend the right places and the right number of sirens. He will also be going
to all the villages with Bud Cassidy to make a condition survey.

Terry Stone stated there should be a siren in the school area, and there are plans
for 2 more at Roselyn Beach and Kalsin Bay.
Bud Cassidy stated an issue is that the locations identified are on private property
and the owners are not willing to have them placed on their property. There needs
to be power where they will be located.
C) Update on the Kodiak Area Emergency Preparedness Brochure revision
Duane Dvorak stated the brochure talks about preparedness in the home in case of
a disaster. It has a good overview related to preparedness. The brochure has been
reprinted a couple of times, but the information has changed; it now Tsunami &
Chemical Alert System. The original camera ready copy has been lost so what we
have now is a typed narrative of the content. It will look like a pamphlet, and a
Pandemic Flu section has been added. We are approaching the end of the LEPC
Grant Fiscal Year and will get a new LEPC Fiscal Year Grant. The translated
version will be in Spanish and Tagalong.
D) Follow-up discussion on the need for backup generator at the Kodiak State
Airport Tower.
Dvorak stated there should be discussion of the need for a backup generator. Right
now the control tower works until dark and then they turn it over to Kenai flight
center. The community could work an arrangement if the community feels we
need a generator.
E) LEPC grant update
Dvorak stated the grant pay for the quarterly meetings, advertising, and other
things as needed such as Pandemic Flu. The DEC recommends spending on
hazardous material items for example community right to know stuff related to
hazardous materials. The priority now is the Emergency Preparedness Guide.
Dvorak also said that the Borough will receive extra grant money this year due to
other communities not faring so well.
VII. REPORT ON LEPCA AND SERC MEETINGS
A) Dvorak stated this meeting was rescheduled from June 5`1i due to staff being sick
and there wasn't anyone available from Community Development Department to
come to the meeting.
Cassidy stated he attended the Southwestern Evacuation Planning Workshop for 2
days in Anchorage. The City of Kodiak, the Borough, Providence and Kodiak
College had representatives attending. Discussion included preparedness for large
events and off-shore faults that will provide large events. It was broke down into
communities so we can learn from those communities and residents. Kodiak is
further along in preparedness due to our experience. We are networked with key
people.

IX. OLD BUSINESS
A) Recommendation to adopt the Pandemic Influenza Annex for the Kodiak Area
Emergency Operations Plan.
Dvorak stated the Pandemic Influenza Annex was broadcast distributed at the last
meeting and he hasn't received any feedback. He said Linda Freed had talked
about having a meeting last fall. Dvorak said Jim Mackin from DHSS finished our
draft. We need to set up a meeting and then forward with a recommendation of
approval to the Emergency Council for adoption. Dvorak stated any changes you
see to be made should be sent to him or Linda Freed. Edits will need to be made.
Dvorak told Dale Rice to look to the fire department for what kinds of things to
include. Look at the plan and direct us where to go.
Gayle Solesbee MOVED TO FORWARD the Pandemic Influenza Annex to the
Emergency Services Council. The motion was SECONDED by Bud Cassidy and
it CARRIED by unanimous voice vote.
X. COMMUNICATIONS
A) Next LEPCA/SERC Meetings:
Dvorak stated the next meeting will be in September. He also stated there are 6
new applicants appointed and he's excited about the new blood.
VII. ADJOURNMENT
Duane Dvorak adjourned the meeting at 2:25 p.m.
