Welcome and Introductions
Rome Kamai called to order the October 28, 2014 LEPC & ESO quarterly meeting at 1:30 p.m. and he
introduced Bill Morrow from the Alaska Red Cross.

Old Business
a. Incident Command System (ICS) Training (Jack Maker)
Maker stated he sent out the links to the Incident Command System 100, 200, 700, and 800 courses.
They are online courses that take about 1-2 hours to complete. He encouraged the membership to
complete these courses. If we were to have a long running disaster event where we had multiple shifts,
we need people to relieve people.
b. KIB Hazard Mitigation Plan/Emergency Operations Plan Revision Updates(Jack Maker)
Maker stated the draft plans are about 80%complete. Maker has been doing research and he's still waiting
for some of our villages to review, update, and provide input. He plans on having the final revised draft to
FEMA for approval by mid-December.
c. 2014 Crab Festival Preparedness Booth Brief(Jack Maker)
Maker thanked everyone who volunteered in the preparedness booth at the Crab Festival. The earthquake
simulator was a challenge to keep running due to breaking the springs on the second day. The island was
scoured looking for springs, they were welded but broke, and someone in the community came through
with springs that fit. We'd Iike to make the preparedness booth an annual event at the Crab Festival. It was
very successful.
New Business
a. Kodiak Launch Complex Incident/Clean-up Brief(Tentative: Chris Sibrel,AAC)
Maker reported we attempted to get someone from Alaska Aerospace here but we have to go through more
channels. We will be following up on this and try to have someone at the next meeting.
b. Ebola threat as it applies to Kodiak(Ann Ellingson,HSS)
Elsa DeHart, Public Health Center, reported there have been 4,912 deaths in Africa so far, l death in the
United States, and 9 worldwide outside of that area. The CDC and the State of Alaska have worked very
hard to try to prevent anymore Ebola from coming into the country. A new recommendation that just came
out yesterday is that people that's been infected or exposed will be isolated for a period of time and
depending on their level of risk can be isolated and subjected to monitoring. Health care workers are
actively monitored by Public Health officials. The State of Alaska is pretty well prepared.
c. DHS&EM Fall Emergency Preparedness Conference Brief(Rome Kamai)
Kamai reported he attended the conference October 7'h through October 91h. You could choose which
courses you could take. He sat on the Response and Recovery to the West Texas fertilizer plant disaster that
happened on April 17, 2013. It was a catastrophic explosion that killed at least 12 people including some
responders. What stuck him is what we do when we have our quarterly Incident Management Team
trainings when we look at our Emergency Operations Plan, when we identify some of the hazards in our
community that can cause us issue in particular ammonia and hydrous ammonia which is extremely
hazardous. It gives him an appreciation for the training that we do and understanding our plan, making sure
our plan is current. Other trainings offered were for Active Shooter and Initial Response for Law
Enforcement. Kamai stated the FBI put out an Active Shooter Quick Reference Guide and Kamai reviewed
that information with the committee. Kamai and Maker came up with some training that they would like to
produce for the Incident Management Team, and to get ready for Alaska Shield 2016 which will be a
cyber-terrorism venue. At the table-top level, he would also like to exercise is our cruise ship disaster plan.
Maker stated most of the deaths were occurring in these active shooter scenarios was because they were
sitting ducks, the active shooter walked into the room and shot them execution style in the head. Maker
brought back all the pamphlets that were at the conference. Maker said he sat through 4 days of cyber
security which had the different levels of organized attacks.

Paul Van Dyke stated there were some good take-aways from the training. The cyber-attack could be
attacking our infrastructure which could happen at KEA and if the grid shut down it has repercussions
across the community. It was very educational.
d. Local Emergency Planning Committee Association Meeting Brief(Jack Maker)
Maker reported this is the State Local Emergency Planning Committee that consists of members from each
of our Local Emergency Planning Committees throughout the state. It's an opportunity to go around to see
what each LEPC is doing and share ideas. Maker feels we could do a better job with outreach to improve
people's awareness of what they need to do to be prepared. Tier II reporting requirements were discussed.
e. October 25,2014 Emergency Preparedness Fair Brief(Jack Maker)
Maker reported the Emergency Preparedness Fair that we just had Iast Saturday was spearheaded by Bill
Morrow from the Alaska Red Cross. Maker thanked Morrow. Morrow and Maker decided to combine it
with the Bayside Fire Department's Fire Safety Fair. We had more materials than we had at the Crab Fest
along with videos and a mock emergency preparedness kit to give the public an idea of what they might
need in the event of an emergency. Mike Dolph with the amateur ham radio operators, the City Fire
Department, the Department of Health and Safety were also there. Over 200 people came. Maker would
like to get SPCA in there to promote pet sheltering and pet emergency kits. He'd also like to get DEC in
there. It's a good venue for the Police Department as far as any health and safety issues. It was a good
outreach event with good attendance and it will be an annual event.
E FY2015 LEPC Grant Brief(Jack Maker)
Maker reported last year's grant was for $12,143 and we went over because of the Crab Fest. We were
$2,500 over and at that point we shifted over to the general fund for anything else regarding LEPC related
activities. Other LEPC's didn't use all of their funds and some of those funds were reallocated, about
$2,600 worth. All of the LEPC's were invited to apply for that money based on overtures and Fairbanks
and Kodiak split that money so we received an additional $1,286.70 allocated for fiscal year 2014 that
helped offset that overage. This year we are getting$13,900 so we can do more outreach.
g. Establishing an LEPC Outreach Committee(Jack Maker)
Maker reported he'd like to establish an LEPC Outreach Committee from the members of the LEPC that
are willing to volunteer. He included in the packet a list from the Grant Guidance of outreach items we can
buy to give to local businesses to hand out or we can take them to the Emergency Preparedness Fair. We
can pay for public service announcements and ads, brochures, flyers, booklets, family contact cards,
bookmarks,calendars etc. He is also considering changing the borough's LEPC webpage to the Emergency
Preparedness webpage and all LEPC activities will be there.

Maker introduced Janel Day, the Borough GIS Analyst.
Public Comment
Stacy Studebaker was disappointed that the AAC wasn't here to give us a briefing on the aftermath of
the rocket explosion on Narrow Cape. She said there are miles and miles of orange curtain along the
north side of the road with many signs for no trespassing and hazardous waste. We have heard so little
about what is actually the issue out there in terms of hazardous waste, pollution, or human health risks.
If they are going to post signs like that the public would like to know more about what specific
materials they're dealing with. All she has heard is they were blowing up rocket fuel that hadn't
exploded during the blasts. There are subsistence issues there, she knows people who hunt deer and
many people pick berries out there and whether or not the food is safe for subsistence use is a question
in many people's minds that recreate out there. She hopes they are at the next meeting.
Maker stated we have to go through Public Affairs. We need to come up with questions to give them

an idea of what we want to know. Maker can forward those questions to them. He'll also try to get
someone here for the next meeting.
Bill Morrow stated in lieu of the 2016 Alaska Shield being a cyber we'd like to do a live exercise. He's
talked to Public Health who would like to be involved with that and of course Red Cross and he'll get
with everyone else. He certainly would like all of you participate in a live exercise as well. Sometime
after the first of the year go ahead and practice an Access and Functional Needs exercise with Public
Health as well to try to get the community prepared. He thinks there are a lot of things that Red Cross
wants to be involved with and get everyone else to help them out and be involved as well. He said they
have a 5 year program that they're starting off with on home fire prevention and smoke alarms. As the
Fire Department installs smoke alarms one of us can go along beside them and take a survey of where
the homeowner is with their preparedness.
