Old Business
a. Vacant LEPC Positions (Jack Maker)
Maker gave an update on the vacant seats.

b. Alternate Members (Jack Maker)
Maker stated he's included applications in the packet and requested members seek an alternate member
and to have them submit an application.
c. Status of Applications(Jack Maker)
Maker stated he wants to start from scratch and wants everyone to fill out an application. He wants to
know that SERC has approved membership so we can get all the records up to date. Maker stated he's
received about 3 applications so far.
d. Incident Command System (ICS)Training (Jack Maker)
Maker stated he had sent out the links for the trainings and encouraged everyone to take these courses.
Aimee Kniaziowski stated the city has finalized Elected Officials Emergency Management Training
that is ICS 402 for June I9'" in the Emergency Operations Center. Our Mayor and City Council will go
and an invitation will be extended to the borough assembly and mayor. Jim Mullican will be the
instructor.
e. KIB Hazard Mitigation Plan/Emergency Operations Plan Revision Updates (Jack Maker)
Maker stated he's received all the Hazard Mitigation Village Annexes and will be sending them to the
villages for their review and scheduling public meetings in those villages for their input. There are still
fill ins and work to be done on the Kodiak portion of the plan.
Maker we got our deliverables on the Emergency Operations Plan at the end of March and were able to
print off copies at the Alaska Shield Exercise so we could exercise it. We received additional input that
will be implemented into the final update. A copy was provided to DHS Planning Division who is
reviewing it and will provide any input before final approval. It will then be forwarded to the City
Council and Borough Assembly for adoption.
f. Update on Log Storage Yard Issues (Neil Horn)
Maker stated there has been progress made re: the height of the logs. The Bells Flats yard is being
maintained in a much better fashion.
New Business
a. Alaska Shield 2014 Brief(Rome Kamai)
Maker gave a brief for Kamai stating for the Alaska Shield 2014 the Kodiak Area Incident
Management Team participated in the exercise that was a full scale tabletop exercise. It actually went
beyond tabletop, we had a full incident management team in the EOC and the scenario was that we
were hit with a repeat of the 64' earthquake and tsunami and exercised our revised draft of the
Emergency Operations PIan that went very well.
b. Hazmat Symposium Brief(Rome Kamai/Jim Mullican)
Maker stated we'll postpone this item to the next meeting due to Kamai and Mullican not being here.
c. DHS&EM Spring Emergency Preparedness Conference Brief(Jack Maker)
Maker stated Neil Horn and he attended this conference that dealt with community disaster recovery. It
was prepping for Alaska Shield. After that was the Preparedness Conference so they wanted to cover
what we do in disaster recovery.

d. Local Emergency Planning Committee Association Meeting Brief(Jack Maker)
The last day was the LEPCA meeting where we got some good information from and he'll email it out
to the LEPC distribution list.
e. Preparedness Booth at Crab Festival 2014(Jack Maker)
Maker has reserved a space for the Alaska Earthquake Simulator and booth. There will be a kit put
together based on our Emergency Preparedness Guide that we'll be giving away. He will be putting out
more information on this and requesting volunteers to man the booth during Crabfest. The State has
covered the expense of getting the simulator here so we just have to cover the expense of the booth,
preparedness kit, and any other materials we may need for the booth.
