Public Comment
Don Pate from Providence Hospital introduced Regina Lewis,their new ER Manager.
Sally Magnusen stated there is some stuff going on with the Red Cross.They say they are not closing the office
here but as of December 3151 it will no longer be staffed, it will be there but not staffed. She has given Rome
Kamai contact numbers for disaster in Kodiak. All CPR and First Aid classes you have to call an 800 number
now or go online to the Red Cross website to register for classes.

Marty Owen who has served on the Red Cross Board back when we had a real board and chapter here but it's
been consolidated in Anchorage and it's getting further consolidated now. Magnusen has been with the Red
Cross here for 15 years. She straightened out a big mess we had 15 years ago and has been a stallert of the
organization and this community and organization owes her a debt of gratitude. Owen feels we should somehow
recognize her contribution.
Marty Owen MOVED that the LEPC officially recognize Sally Magnusen, the Director of Red Cross for over
15 years of service to the community of Kodiak.

b. Nomination and Election of LEPC Vice-Chair(Duane Dvorak)
Dvorak gave an update on the LEPC positions.There were no nominations

a. Review and recommendation of Kodiak Area Point of Dispensing(POD)Plan, (Duane Dvorak/Ann
Ellingson)
Dvorak stated we didn't get this out far enough in advance for the last quarterly meeting for people to have
enough knowledge to vote on it so we declared a public review until this meeting.Dvorak received one
comment from Horizon Lines correcting contact information. Once this is adopted it will become an annex to
our Emergency Operations Plan.
Steve Smith,ER Doctor, said our ERED Manager is now Gina Lewis and then Kodiak Community Health
Center is now Dr. Paul Zimmer.
Ann Ellingson stated that public health nursing updates that community roster list periodically and we'd be
willing to move those names forward.There have been multiple changes since this draft was put out and she
imagines there are still incorrect items in it.
Pat Branson stated the Senior Center is out of this loop and she feels they need to be part of the loop (inaudible).
Dvorak asked Steve Smith who else has taken over positions but Smith was inaudible.
Tom Trosvig MOVED to submit and approve as amended.
Once it becomes part of the Emergency Operations Plan it's a requirement that we review these things at least
annually.

b. Review and recommendation of changes and updated to the Incident Management Team Roster from
the Kodiak Area Emergency Operations Plan(Duane Dvorak/Rome Kamai)
Dvorak said in your packet is a listing of the Incident Management Team,these are the folks that we would call
out to staff the Emergency Operations Center in the event of a major disaster.Another personnel roster that
needs to be updated from time to time,at least one staff member is deceased and another who resigned from
their position. It's always changing and there are a few slots to fill which we will endeavor to fill. We need to
look at this on quarterly basis. In order for the dispatch center to have the most current list of names qualified to
staff the EOC. We ask you to approve this roster so we can move it forward.
?stated for the hospital our point of contact is Alice Cowen and not himself. She's the representative at the
EOC.

c. Update on the HAZUS Review—Phase II update(Bud Cassidy)
Bud Cassidy gave an update on the HAZUS process.
Gary Carver, local geologist and chairman of the Scenario Committee with the Alaska Seismic Commission,
stated this planning process including the HAZUS exercise is a part of a larger effort that's being done by the
Alaska Seismic Hazard Safety Commission.A scenario is a document which does a comprehensive assessment
of earthquakes and associated events that might affect an area,and in particular in Kodiak we know we have a
large exposure to earthquake issues,probably the largest in Alaska and one of the largest in the world.The
commission has initiated a process of doing a full on scenario for this.The first step is to identify the
earthquakes that we need to plan for a major aspect study is that the earthquakes that are assessed are those that
are scientifically credible. In reality we are actually doing three HAZUS runs for three different scenario
earthquakes.These earthquakes we are looking at are two which are associated with the subduction zone, as you
know we live on a plate boundary here.The Pacific Ocean floor is sliding underneath Kodiak Island and the
whole Aleutian arc, along with this we call this the Aleutian subduction zone,and that was the origin of the big
1964 earthquake which was catastrophic. The 1964 earthquake on an average happens about every 500 years.
The 1964 earthquake ruptured a very large piece of the subduction zone between the northern end of Prince
William Sound and the southern edge of Kodiak Island,and part that ruptured had little or no actual slip on the
fault that underlies us including the area in the immediate vicinity of northern part of Kodiak Island experienced
very little slip compared to other areas. One scenario is called slow slip patch on the subduction zone under
Kodiak and we're going to model that which will produce a magnitude of 8.3 earthquake at depth beneath us
and under the northern and center part of Kodiak Island.The second scenario involves the piece just south of the
1964 rupture what we call the peninsula segment or the 1938 segment which last ruptured in 1938 but that is the
study of previous large subduction zone earthquakes on that segment of the subduction zone show it has a fairly
short recurrence,maybe in the order of about 60 to 80 years so it's been about 50 years since that event so that's
a possibility as a second one that could go. If that went, if we have this low slip patch under Kodiak from 1964
also propagate up to compensate for the slip deficit on this area so we are looking there at the 1938 segment plus
the Kodiak segment and that's another earthquake we're modeling. It's a magnitude of 8.8.The third event is a
fault in the upper plate that is the surface above the surface zone and the fault we're modeling runs through
Narrow Cape.The Narrow Cape fault is well researched with a lot of work done on it.This piece is loaded and
we think it could produce another large earthquake.That earthquake will be very close to us, it actually traverses
right through Narrow Cape and along the coast off of Cape Chiniak and just off shore of Long Island,so it's
right next to us and it's shallow.That earthquake would be about a magnitude7.6 and would produce extreme
ground motions at Narrow Cape and by the time it gets to Kodiak the ground motions would be very strong and
damaging but not nearly as extreme as Narrow Cape.The scenario we're looking at covers the Kodiak city area
and the road system from Narrow Cape on out to White Sands and adjacent areas,but the emphasis is on Kodiak
Island.This scenario we're working on which is in progress,this is the first rough draft of a portion of it,this
will become a document that will be produced by the Alaska Division of Seismic Hazard Safety Commission
and will compliment and add to the HAZUS run that we're doing.
d. Alaska Shield 2014(Rome Kamai)
Rome Kamai stated the Alaska Shield 2014 has to do with the 50"'year of the 1964 earthquake. When the study
done that will be our Master Scenario List.The initial planning conference will be in January in Anchorage.
He's spoke with the city manager and Duane Dvorak with the Incident Management Team on some general
things that we want to get out of Alaska Shield 2014 in March 2014. It's the same objectives we targeted in
Alaska Shield 2012. We want to try to work on our depth in our Incident Management Team,get more folks on
the roster,try to work multiple 8 hour scenarios. We also want to have mass casualties at the hospital,and a
shelter and feeding component.
Carver stated the Alaska Seismic Safety Commission was approached by the FEMA and Alaska Shield Exercise
folks wanting us to nominate an event that would trigger emergency response statewide using an earthquake.
The whole state would not be impacted by an earthquake.
e. HSGP Grant Awards for Alaska Shield and EOP Update(Duane Dvorak)

Dvorak said there is a handout in the back of your packets showing some recent grants received by the Borough
and City of Kodiak. We jointly fled for these grants and in the same grant program but the two line items are
somewhat different in terms of the purpose of the$35,000 grant is primarily targeted towards a comprehensive
update of our Emergency Operations Plans are in need of a major overhaul. Dvorak believes the Assembly will
be accepting the grant tonight. The other grant is$13,860 is related to Alaska Shield and is targeted toward
position specific training for Incident Command staff.That money will help facilitate some training and
planning for the event.
Kamai also said it includes attending the planning conferences; the initial,mid,and final conferences. It also
includes a Red Cross trainer down to provide shelter and feeding for the volunteers that will help to set it up for
a disaster.
