ROLL CALL Present: Sally Magnuson (American Red Cross) Charles Davidson (LEPC) Ann Ellingson (Kodiak Public Health) Jocene Warnecke (PKICC) Bob Himes (Bayside FD, LEPC/First Aid) Dr.Steve Smith (Providence/KIMC) Aimee Kniaziowski (City of Kodiak Manager) Marjorie DeGreef(PKIMC/LEPC/Hospital) Ruth-Anne O'Gorman (Kodiak Public Health) Rick Gifford (KIB/ESC) Tom Trosvig (Horizon Lines SSC/LEPC/Transp) Bud Cassidy (KIB) LCDR Craig Neubecker(USCG Air Station Kodiak) Steve Doerksen (KIB School District) A quorum was established. APPROVAL OF AGENDA Dr.Smith MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS Chief Himes MOVED to approve the September 3, 2009 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. INTRODUCTIONS Lieutenant Commander Craig Neubecker introduced himself stating he is the Deputy Executive Officer of the Coast Guard Air Station and he's here to be the command representative. Dvorak stated he will consider Neubecker as an alternate for the USCG until it is clarified who the primary is and who the alternate to the LEPC is. NEW BUSINESS a) Amendment of LEPC By-laws Dvorak stated this was sent out for review and he received no comments back. He has tried to update them to fit today's LEPC. These bylaws don't really address the ESO so at some point we may want to come back to address the ESO. Dvorak suggested setting up a cycle so that not every office comes up for election in every year and making the Chair a 3 year term, the Vice Chair a 2 year term, and the Secretary a 1 year term to start with and then when their terms are up all the positions will automatically go to 3 year terms. Chief Himes proposed a change to Article IX L.-Should a member accumulate three unexcused or si* (insert four) consecutive excused absences in a 12 month period , and in Article VI A. Officers-make the officer's terms 3 years after the initial term. Discussion of the bylaws. 1.
