1. CALL TO ORDER
CHAIR N. NELSON called the regular meeting to order at 7:35 PM
2. ROLL CALL
Board Members present were Richard Carstens, Andrew DeVries (teleconference), Chair
Rebecca Nelson, Jim Pickett, Kiela Pickett. Also present were Engineering and Facilities
Director Bob Tucker, Scott Arndt and Secretary Jenny Clay. Ex Officio Member Bob Himes
was absent.
3. ACCEPTANCE/APPROVAL OF AGENDA
PICKETT moved to accept and approve the agenda for March 18, 2014.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
4. ACKNOWLEDGEMENT RECEIPT OF FINANCIAL REPORT
CARSTENS moved to Acknowledge Receipt of the Financial Report.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
5. APPROVAL OF MINUTES
CARSTENS moved to approve the meeting minutes of January 21, 2014.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
6. CHAIR REPORT
Chair Nelson stated the budget would be scheduled April I, 2014. Work session items scheduled
starting for April meetings were volunteer retention, review Fire Chief's job and Bayside staffing
matrix.
7. STAFF REPORT
Tucker stated that he was there to help with the boards questions.

ARSTENS-ntide'a1motion to move the budget forward to a public hearing on April I, 2014 as
Imodified: Decreased Operating budget (450.1 10) from $40,000 to $35,000, decreased continuing
i edtieiion (450:270) :frorn $20,000 to $15,000 and increased volunteer stipend (410.150) from
$20,000 to $30,000..Changed Automotive (470.120) of $64,000 to zero and added $64,000 to
'"`Fquipiiient,'depreciation (472.200).
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY.
9. VISITORS COMMENTS
Arndt suggested a budget transfer of money in the amount of $147 from contingency to
depreciation.
10. BOARD COMMENTS
D. DeVries — was able to sit in on the parliamentary procedures class that was given by the
Clerk's Office and suggested that everyone on the board participate by checking out the DVD
and going to any training. He has asked for Volunteer retention and recruitment to be added to
the agenda for every meeting and it has not happened. This needs to be a priority item. Board
needed to recommend that volunteers should be at training or call in their absence in order to
participate in an incident. He stated that during the transition in command, there could be two
guys that live in and cover times during the day when response was lacking as during the work
day.
R. Carstens — Would like to thank our two guests for the help that was very valuable.
K. Pickett — She agrees and has learned a lot tonight. She agrees with Drew that the volunteers
are not held accountable when they are not at the training but show up for calls. They are putting
everyone's safety at risk. Will put together notes on the subject. Jim received the National Fire
Prevention Officer of the United States award and will fly hack to Alexander, Virginia to accept
his award.
J. Pickett — He also agrees with Drew that volunteer recruitment seems to be a problem across
the United States. No one really has the answer. We do have good training. We need to talk to
our volunteers. He would like to thank Scott and Tucker for being at the meeting. The hazard
kitchen had some component problems and will not be here until sometime in April. He and the
technician will have a demo and procedure when it arrives.
11. NEXT MEETING SCHEDULE
The next meeting scheduled on April I, 2014 at 6:05 P.M. will also be a public hearing on the
FY2015 budget. Also schedule a work session on April 15, 2014.
