Assembly Regular Meeting
May 15, 2014
A regular meeting of the Kodiak Island Borough Assembly was held on May 15, 2014, in the
Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting
was called to order at 7:30 p.m.
The invocation was given by Major Michael Bates of the Salvation Army. Mayor Friend led the
Pledge of Allegiance.
Present were Mayor Jerrol Friend, Assembly members Carol Austerman, Aaron Griffin, Chris
Lynch, Frank Peterson, Jr., and Mel Stephens. Also present were Borough Manager Bud
Cassidy, Clerk Nova Javier, and Assistant Clerk Angela MacKenzie.
GRIFFIN moved to excuse Assembly members Bonney and Kaplan who were absent due to
personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
APPROVAL OF AGENDA
PETERSON moved to approve the agenda.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
APPROVAL OF MINUTES
None.
AWARDS AND PRESENTATIONS
Mayor Friend proclaimed May 17 through 23, 2014 as Safe Boating Week urging everyone to
support the goals of the North American Safe Boating Campaign.
Kodiak Island Convention and Visitors Bureau (KICVB) Executive Director Chastity Starett
provided an annual report and a presentation on the services of the KICVB and Discover
Kodiak.
Finance Director Karl Short provided a Power Point presentation on the Borough FY2015
Budget.
CITIZENS' COMMENTS
Ken Reinke, Threshold Services Director talked about the positive impact of Earth Day.
Scott Arndt spoke in favor of Contract No. FY2014-32.
Lorna Arndt voiced her concerns with Borough elected officials regarding a previous use of point
of order and how it was handled.
