CALL TO ORDER
CHAIR MARION called to order the June 24, 2014 regular meeting.
ROLL CALL
John Neff requested to be excused.
Committee members present were Patrick Saltonstall, Rick Lindholm, Michael Marion, Helm
Johnson, and Michael Salzo. Excused was John Neff. Ex-officio member present was Alan Schmitt.
Absent ex-officio members was Mel Stephens, and Steve Doerksen.
A quorum was established.

Community Development Department staff present was Neil Horn and Sheila Smith.
CHAIR MARION stated that Jeff Huntley passed away May 29h and he really wanted to come to a
meeting to formally resign but we didn't have quorums so he didn't get to make it.
APPROVAL OF AGENDA
COMMITTEE MEMBER LINDHOLM MOVED suspend the rules to move New Business Item 7-C —
KANA Field to before Item 7-A, and to add P&Z Case S14-016 to Communications.

OLD BUSINESS
A] Pillar Mountain to Womens BayTrail
Paul Van Dyke presented a draft map of these particular trails map to the committee and he
introduced Janel Day, new GIS Analyst.
Discussion of breaking up trail sections by ownership, continuance of Pillar Mountain trail up and
over Pillar„ Swampy Acres area, Burma Road, Coast Guard trails, and Old Woman's trail. While
viewing the map the committee showed Van Dyke which areas and trail segments to include. The
committee requested Van Dyke bring an updated map showing ownership to the next meeting.
By Memo, Killarney HillsMoody Way Loop Land Disposal
Bob Scholze provided a memo in packet, showed a drawing of the proposed lots for disposal, and
gave a report on the process of how they came up with the proposed lots.

During discussion the committee expressed interest in retaining the rest of the lot for parking and
recreational purposes. Four critical items for moving forward: Two entrances that are two-way
entrances, public restroom, six or so acres, and Murphy Way access.
COMMITTEE MEMBER SALTONSTALL MOVED that the Parks and Recreation Committee likes
the conceptual plan for a nine lot design, we would like to see the area be designated as a park at
least the entrance off Woody Way and the entrance off Rezanof Drive be designated, some
consideration of parking, possibly a public restroom, and we're interested in the Murphy Way access
in Lot 4.,

Marcus Dunbar, City Parks and Recreation stated he likes the idea of future development of a
playground area.
NEW BUSINESS
C) KANA Field—City & Borough Parks & Recreation—Future Uses
Neil Horn stated you have already decided what it is and if you want to retain the rest of the land and
more than just the ball field you'll need to list those things and think about the process of how you
develop it once you have it.
Discussion of Lot 4„ and possibly doing a land swap with the city..
COMMITTEE MEMBER SALTONSTALL MOVED that if the borough's going to be disposing of Lot 4
as planned we'd like to see it possibly swapped with the city to keep it as a recreational area and the
city would provide some land for land sales.

A) Preparation for RTP Grant Application
Horn stated the application is available August 15"' and due by November 15th. You'll need to
provide very speck information on what you want to do. If you have information that can be
narrowed down then that will give us 2 or 3 weeks before the application is available. We can have
the grant writer come to the next meeting.
During discussion Michael Scalzo and Patrick Saltonstall volunteered to pursue gathering the
needed information for the next meeting and then the committee will give it to staff.
B) FY 2015-2019 Capital Improvement Projects

+ Woody Way Field Recreation Area

Confirmed attendance at next month's meeting are COMMITTEE MEMBERS SALTONSTALL,
LINDHOLM, SCALZO, and MARION. COMMITTEE MEMBER JOHNSON wasn't sure if he's going
to he available. COMMITTEE MEMBER NEFF requested excusal due to crab fishing.

Marcus Dunbar thanked the committee for inviting him.
COMMITTEE MEMBER'S COMMENTS
Alan Schmitt stated it's good to be here getting things done. He's glad there was a good discussion
for the potential land disposal.
Rick Lindholm stated he's glad something nice was said about Jeff Huntley. He's going to be
missed.
Michael Scalzo stated good job, it was very productive. He looks forward to working with Patrick
Saltonstall gathering information.
Patrick Saltonstall said he'll call Andy Schroeder tonight. He will miss Jeff Huntley also. He was a
good middle man and he seen all sides. There are no trespassing signs at the bottom of the gravel
slide now and there's the trail with the ropes that goes up Pillar Mountain, are they closing that trail.
Michael Marion stated he needs members to respond to Smith's emails, we need a new P&R
member to fill Huntley's seat, and there's been a fair amount of discussion on Facebook about all
the dumping that's been taking place at Pillar Creek and other places. He expected people to be
here tonight and Marion welcomed them to come so they may attend soon.
