1996-09-04 Regular Meeting ARCHITECTURAL REVIEW BOARD MINUTES September 4, 1996 I. CALL TO ORDER The meeting was called or order ai 7:05 p.m. by Woody Koning. Chairman, in the Kodiak Island Borough Assembly Chambers. ❑. ROLL CALL Members Present Members Absent Staff Present Woody Koning Gerald Cloudy Steve Hobgood Jay Johnston Gale D. Gardner Jeff Ledous Gregg Hacker Joe Floyd -(School Board Rep) Robin Heinrichs Bob Tucker -(School Superintendent Designee) III. APPROVAL OF MINUTES The minutes of July 23. 1996 were reviewed. Mr. Johnston move to approve the July 23, 1996 minutes, with his comments changed to the following: " Mr. Johnston commented that zincalum is a 20 year finish, He stated that another step is to paint the zincalum with hynar and the combination of both may have a 40 to 50 year life". Mr. Ledous seconded. Unanimous voice vote. Motion passed [V. NEAR ISLAND RESEARCH FACILITY The board reviewed the response from ECl/Hyer on their questions from the July 23, 1996, meeting. In reviewing the response the board had more questions for ECUHyer. • The ARB would like more information on the Terne coated stainless steel. • The ARB would like more information on the siding. Has dryvit siding been considered as it has no seams and is non-metallic? Is aluminum alloy used on curtain walls? * What are the Energy Code requirements for windows? * What kind of material is the ductwork made of? * The previous question on the closed drain system should have been: "Why not have a hard pipe closed drain system?" * Standard mechanical, electric, and controls per KIB standards, ECl/Hyer needs to call Robert Tucker or Gregg Hacker at the school district. * The ARB would like to know why the out of plumb exterior walls were designed into the building. Is it cost effective? Are they necessary? The ARB would like to have the concrete issue re-addressed. Was the issue thoroughly researched, that there is a poor quality of local aggregate? * What kind of wood is being used on the housing building? The board requested to have these questioned answered before ECl/Hyer's trip to Kodiak on September 11, 1996. rt Architectural Review Board Meeting Minutes, Page Two September 4, 1996 Steve Hobgood reviewed the 60% drawings on Near Island Research Facility. Also, a request for proposals on the facility for Construction Management Services was advertised August 30, 1996. Next week the 100% drawings on site work will be in which the Architectural Review Board doesn't review. A Construction Management Firm will be brought on earlier to coordinate site management. V.
