1994-07-12 Regular Meeting Q ARCHITECTURAL REVIEW BOARD MINUTES July 12, 1994 2 . CALL TO ORDER The meeting was called to order at 7 : 00 p. m. by, Woody Koning, Chairman, in the Conference Room. II . A quorum was established . III . APPROVAL OF MINUTES Minutes of the June 21 , 1994 meeting were unanimously approved following a motion made by Scott Bonney and a second by Kyle Schaffer. IV. OPEN MEETING ACT The pamphlet LAWS OF ALASKA 1994 was passed out for members to review. Betty Walters explained that some of the laws have been clarified concerning holding open meetings of governmental bodies and that all members should read the pamphlet . V. NORTHSTAR The 95% drawings and specs were issued for review. The comments made were as follows: Koning - Woody commented that he has a problem with our process of reviewing the drawings . He is sure the architect will catch some of his comments and he would prefer to review a set of drawings that were ready to go on the street to save him time from doing the work the architect is going to be doing . Mr . Boards to be configured for basketball as primary display with volleyball and wrestling as auxiliary display. Prefer DAK Model BB-1713S or BB-1813S with optional protective screens installed. Section 15484 Ak Pg 3 Par 1 . 09 (A) Change to read "Furnish to the owner, two extra fuel filters of each size used. " Delete (B) Section 15515 Pg 5 Par 3 . 01 Add (M) Provide manual isolation valves for all automatic air vents. Section 15835 Pg 4 Par 2 . 04 (B) Change easily removed panel to hinged cover. Section 15985 Pg 8 Par 3 . 10 (C) 1 . Change to read "Day and Night Mode of Operation will be controlled by DDC Controller internal clock. " Pg 9 Par 3 . 11 (C) 1 . Bonney-Specs 03310 Cold weather concrete and roof 05210 Same as 05120 Quality Control 05310 Steel deck - Needs a contractor representative to inspect on a regular basis 06200 Screw fasteners 07600 Keep recovery board dry 08331 Need drop time test on overhead door The satellite dish placement was discussed and the top of the gym was thought to be the best place for it. Mr. Bonney spoke about his concern of the schedule being so fast tracked. He said that looking at the Northstar prints as they stand with this schedule, professionally, it would take his entire efforts in order to match the schedule. His concerns were that the roof was going to be installed during the cold winter months and that would create more problems. Mr. Smith suggested that they add an alternative bid schedule for possibly adding 90 days to the project. He stated that it is a six million dollar al project being done in one year, and that anywhere else in the country much more time would be given to do it. He asked Mrs. Walters if moving in after the Christmas break would create a problem. Mrs . Walters stated that it definitely would, and that they could not wait. She also said that everyone knew going into this project that time was going to be an issue. Mr. Koning asked if the project could be done in the time frame allowed and Mr. Smith stated that it could. Mr. Bonney replied that the project will need to be managed very closely by the Borough and will take more manpower. Mr. Koning asked if Mr. Bonney would beable to attend the assembly work session on July 28th to bring this to their attention. Mr. Bonney stated he would attend. VI. COMMENTS Mr. Koning stated that the meeting scheduled for next Wed. , July 19 , 1994 is not necessary. If anyone has any other comments about the plans, they can bring them in writing to the Engineering office and they will FAX them to the architect. The next meeting is scheduled for July 26, 1994 to approve the 95% drawings of Northstar. 4 i3r VII . ADJOURNMENT Mr. Bonney moved to adjourn the meeting. Mr Schaffer seconded.
