1994-06-21 Regular Meeting p ARCHITECTURAL REVIEW BOARD MINUTES June 21 , 1994 The meeting was called to order at 7:30 p.m. Roll call was taken. A quorum was determined to be present. Attending the meeting were: Woody Koning, Chairman; Eric Ness, Greg Hacker, Gerry Cloudy, Scott Bonney, Betty Walters, Steve Hobgood and Kaye McClain, staff. Also attending was Stu Smith, Architects Alaska. Minutes of the May 4, 1994 meeting were unanimously approved following a motion by Scott Bonney and a second by Eric Ness. Woody asked for nominations for Vice Chairman of the group, since Tom Templeton has resigned, There were no nominations, but Eric Ness volunteered to serve in the capacity, if elected. There was unanimous acclimation of Eric as the Vice Chairman of the Architectural Review Board. Greg Hacker was then greeted as a new Board Member. Stu Smith offered an overview of the Northstar Elementary School Project as it currently stands. He noted the site circulation is now re-designed with the whole hearted approval of the designing staff. There have been a few minor changes in the floor plan. The fire marshal 6 required changes in the gym area because of off-hours public use. It will now be a A-2.1 , Type III,-1-hour-with-sprinkler rated gym. The only "major" change noted since the 35% plans and specs, has been the change of cedar siding to a manufactured siding called Hardiplank lap Siding. It is applied as wood siding is applied with butt joints. Manufactured by James Hardie Building Products Inc., the Hardiplank is a Portland Cement building product which can be factory primed with paint and is fire resistant. Roofing treatments, the poured gym floor and drainage in case of sprinkler usage and emergency generators were also discussed. Board member comments on the 65% plans and specs follow: Bonney - Questioned who does utility locations - C1 1-1 Items 2 and 4. Asked if bench on drawing 2-2 was concrete. It is a carpeted wood bench. Plan 3-5 Vapor Barrier - Need to prevent the barrier from moving around. Noted that ceilings were to be 8 feet. (Architect said the clientele is short) On Plan 3 - 9 (details) noted a problem with the angle on top of the gap. Questioned whether the granular fill was in Division 2 of Specs. Discussion then centered on control joints on the slab plan, vent flashing through the roofing system, Vapor Retarder taping specs, fire riser location and orientation. There was a query on the blow-off calculations in the roofing spec. Hacker - All exposed metal on root should be stainless steel or should be covered from the elements. Pointed out on Plan 2-2 the women's toilet had urinals. Need to add a utility sink to the boiler room on Plan 8 - 1 . On Plan 8 - 4 there is a heat trace, How is it controlled? Is it referred to in the electrical specs? Self regulating unit? Plan 8-8 Are two hot water heaters required rather than 1 hot water heater and a booster? Maybe a booster is needed in the kitchen instead of two hot water heaters. Detail 18/8 on same sheet - Need flush valve and hose on drain due to high sediment in water at that site. Plan 8-9, Detail 2/8 -- Question on why fusible valve is not on opposite side? Discussed possible solution to vent overflow problem on 8-9, Detaill9/8. Design piping to provide holder for a bucket. 10-1 Need to show change in the storage room electrical service, entry should not be on Gym storage wall. 10-5 Move manual transfer switch to inside of the building. Only need the generator plug on the outside. Need to provide power in gym for: Scoreboards, winch motors, power curtain, chair storage high lift doors. Power recepticales should be at front of front row of bleachers. Provide phone jacks near center for radio broadcast connection. Show magnetic door hold opens on fire alarm riser diagram. (Make sure all magnetic hold opens are shown) 10-6 Circuit # 24 should be didicated for the copier in the teachers prep room. All outside receptacles should be switched from inside secure space. If not they should be keyed (Best cylinders) Clocks should be shown on Plans and written into specs. Exterior doors should be water tight. Spec 8360-5 Are overhead doors equipped with electric or pneumatic openers? Spec 11400 Section 2.17 A. Walk-in Refrigerator - Calls for fluorescent lights. Are they explosion proof? Would there be a temperature problem? Would 40-50 W Light bulbs work better? Should containment be provided? Section 2.19 Specify non-CFC gas for compressor. Section 15450 2.4 Do not use Lead. 15484, 2.2 Non-hardening pipe dough Do not use teflon tape, use Simple Blue-blue paste. Use Grundfos only on HVAC pumps. 15540-2 1 .6 B. Reflect actual spaces in school. 16726-4 2.02 5. Keyed bypass switch. Specify Best. The Control Systems section is overkill. Contact Brian at Contract Controllers for specifications currently used in Kodiak Schools. Discussion was held on mountings and satellite antennas for the school. Greg will provide current list and pricing provided for another school. 16751-2.1 Specify Rauland-Borg Corp. only for GO the Master Intercom System. Plan 9-8 Detail 32 The Glycol system is overkill. Replace with a hand pump, diaphram system. Woody - Noted on plan 5.1-3 details which referred to applying ceramic tile to plywood, Item will be changed. Section 09900 1 .02. A.1 Add Applicator Qualifications - require Hazardous Paint Handlers permit as issued by the State of Alaska pursuant to 8 AAC 61 .800 through 61 .890. Be sure there is no lead in the paint. 2.03.B Add Kelly Moore and Fuller O'Brien. Change Gloss to Semi-gloss on EPS-1 and 2. EPS-4 Verify possible change to oil base primer. EPS-5 Add primer. 2.04 B IPS-2 Change gypsum board to smooth as school district standard. IPS-3 Clean and etch galvanized metal. Clean with vinegar or other appropriate dilute acid material, IPS-9 Make primer a strip-able primer so the vinyl wall covering could be removed without damage to the wall. 3.02 B Check alkalinity testing and cure period on CMU. Gerry- 15440,2.17 B no shower in nurses station Provide hand held unit for emergency wash at Janitor 125. Plan 8-9 Fuel system. No filter in main line to Simplex. Need two pumps not 1 . Clarify finish on interior of fuel tank.
