May 4, 1994
The meeting was called to order at 7:00 p.m. Roll call was taken. A quorum was determined
to be present.
Attending the meeting were: Woody Koning, Chairman; Eric Ness (arrived at 7:06), Will Walton
(School Board Representative appointed for the evening), Ed Mahoney, John Burt (arrived at
7:21 ), Gerry Cloudy, Scott Bonney, Betty Walters, Steve Hobgood and Kaye McClain, staff.
Also attending were Bob Tucker, Stu Smith and John Crittendon, Architects Alaska; and
Jerome Selby.
Minutes of the April 20, 1994 meeting were unanimously approved following a motion by Eric
Ness and a second by Ed Mahoney. Work Session notes from April 26, 1994 were reviewed.
Steve Hobgood discussed the Building Code Review Committee noting they meet every three
years to discuss codes. Ed Mahoney and Gerry Cloudy volunteered to serve on the committee.
Ouzinkie School Addition/Remodel Preliminary Drawings - Scott Bonney expressed concern with
the method of applying the roofing system. The school, with a number of remodels/additions
probably has a number of surprises. He felt the Architect needs to assess several options before
further design.

Steve said the 1 .2 million budget project was to correct code deficiencies, asbestos abatement
and to allow shop expansion including welding, classrooms, office, and meet ADA requirements.
He stated he would like to use the rear entrance for ADA access, if possible. A new boiler was
installed last year. Already the group at Ouzinkie have asked that the Storage area and kitchen
as shown in the preliminaries be switched to take advantage of the existing connections.
Tucker discussed the kitchen equipment to be used since similar equipment works satisfactorily
in other village schools. The placement of storage area vs. placement in another location nearer
the gym area was questioned. The computer room area was questioned as far as meeting ADA.
Exterior finish will match the existing. Any new T-111 will be installed so the grooves run
vertically, if T-111 is used. The area behind the school has been logged, stumps currently
remain.
Ed Mahoney moved the Architectural Review Board recommend approval of the Ouzinkie School
Addition/Remodel Preliminary Drawings to the Assembly. Seconded by Scott Bonney, a roll call
vote was taken: YES - Bonney, Burt, Cloudy, Koning, Mahoney, Ness, Walton. There were no
votes in opposition to the motion.
Northstar Elementary Preliminary Drawings - The driveway slope was discussed with the
architects and a consensus was reached on a solution to separating bus and parent drop off
traffic as well as the slope problem. The architects' goal is to never have a child cross driveway
traffic and to have a functional design.
Siding Maintenance was a question at prior meetings. The architects have done some research
on the siding since that time. They now are considering A grade 6" rabbet beveled Western Red
cedar 3/4" x 6", a product of Canada which uses the American grading system. It will be
applied with butted joints and no pieces more than 15 ft. lengths. The building will be a steel
frame with heavy gauge metal studs, plywood sheeting, with the siding applied with screws.
0 It was suggested that Factory pre-primed siding be required in the specs. The color will be grey.
The architects are trying to keep all penetrations out of the vapor barrier by not running any
wire, etc. in the exterior walls.
The roof system was discussed. Glues and adhesives associated with EPDM roofs are beginning
to be changed due to environmental regulations. Stu Smith is investigating PVC roofs, welded
in place, which is in use everywhere but in Alaska. Need a manufacturer's inspector to "watch"
over the job. There was also discussion of OSB vs. plywood. Generators - Decided to
standardize at 208/120 V power supply.
Procedural discussion then took place. The ARB is to make recommendations to the Assembly
on the preliminary and either 95 or 100% drawings. The ARB reviews other drawings. The
difference between 95 and 100% drawings was discussed. Jerome Selby indicated the ARB
needs to see true 95% drawings, which are not expected to be perfect, but ready for the last
coordination of all details. A 65% submittal should show complete building systems, with
details added for the 95% drawings.
Scott Bonney moved the Architectural Review Board recommend the Northstar Elementary
Preliminary Drawings to the Assembly for approval. Seconded by Eric Ness, a roll call vote was
taken: YES, Bonney, Burt, Cloudy, Koning, Mahoney, Ness, Walton. There were no negative
votes.

High School Phase IV-A -- Each member of the board commented on the 100% drawings and
specs.
Ness: Delete the term "hazardous waste" label from tank schedule and label as "emergency
overflow" tank. He recommends that we specify a double wall underground storage tank
with leak detection device and a vapor lock. The soil below and to all sides of the tank
should be sampled prior to installing the tank and the results filed for future reference.
He also suggested we make it the smallest tank possible. He also suggested the overflow
on the tank should not vent outside but into a controlled space.
Items which are to be removed and reused should have the future use reference listed on
the drawings. Mechanical drawings seem to have this feature. The architectural
drawings need to be coordinated.
M-4 detail 1 venting makes a 90° turn, may be a problem there.
A-5 detail 9 "owner screw in all hardboard." Make sure this is what we want.
Three pages of handwritten notes follow these minutes.
Burt: Noted in flooring/ceiling schedule the dark room calls for sheet vinyl. Will it withstand
chemical spills?

A-6 detail 3 ceiling "heavy gauge" steel studs? new corridor area.
A-8 detail 6 Aluminum frames on windows, are those insulated. Thermal break in the
frame. Is there a backer rod?
A-8 detail 11 panel with 1 /2" gap at ceiling. There are 4 details on this sheet that don't
go to anything. It should be something like this -- "Detail 9 from page _ shown on page
. Need to know where it is coming from and where it goes to.
A-8 detail 16 ceiling brace shows a wall coming flush underneath that, That's a
suspended ceiling. That is a movable one, a partition wall. There's no finish shown on
the top of the wall. They should call for L Metal.
Mahoney: A-6 detail 7 Abbreviation List FRP is missing.
A-3 detail 5 EDPM flashing going up concrete wall. Is this a sticky thing that just goes
up there? No flashing, no Z metal, how is it tied down? No moisture will get behind
that? EDPM also not in Abbreviation List. Same in Detail 7
A-6 detail 4 insulated wall in dead space in ceiling. Is sound insulation for wood shop/art
room area.
A-7 detail 5 Is there support for the counter top? Will show in shop drawings.
A-8 detail 6 Thermal break on sills. Plywood is preferred over particle board due to so
much moisture here especially on exterior sills. Is all of window wrapped? References
in this area are not consistent.
A-8 detail 7 shows acoustical tile butts aluminum window frame.
Cloudy: M-4 detail 8 need to remove "dielectric, as needed."
Bonney: Sprinkler specs are good. There is a long drop in the art room. Should there be
seismic ties? Also tie suspended ceilings for seismic activity. One place (page not
specified) where UBG occurs rather than UBC. ASTM E?-580 is what USCG used. Need
to add more power to the ceiling specs.
Fire Chief should attend the testing of the sprinkler system. Will this section tie in to Jr.
High system or the beefed-up high school system.
Koning: Spec 9900-6 System 7 at top of page. That's a bogus product. It's an epoxy that's
going to fade Should read 1 coat of Ameron.
A-1 detail 2 reference A-6.2 in corridor 106 area. Plywood/gyp board ceiling in
woodshop area. Put plywood on top because it will be used for storage. THIS WAS TO
HAVE BEEN SLOPED Steve will check.
A-7 detail 2 New wall between 109/108. Diagonal bracing. Need more detail on how
to tie in. Could move it up?
A-1 Room 108 (existing room) Is the exterior wall furred out and insulated? There's a
roll up door in there. Minimal heat in the corner, cold room.
A-6 detail 2 (refers to A-5 detail 61 shows no plywood.
A-4 detail 1 Shows plywood filling in door hole. Refers to A-5 detail 7 Do we want
plywood or not?
A-5 detail 1 Looks like you have to put the nut on in concrete.
A-2 finish schedule VCT not in list. The existing finishes should also be shown on the
schedule. Direction should be "what exists and what to do".
Directions say to paint the existing steel stair. That was painted last year. No need to
paint it again. Will be in weight room. Steve to clarify.
Climb room floor -- no flooring detail for room 102.
A-8 detail 14. Clarify attachment details some are non-existent.
A handwritten one page notes on surfaces is attached.
Eric Ness moved that the Architectural Review Board recommend the 100% Drawings with
changes as noted for High School Alterations, Phase IV-A be forwarded to the Assembly for
approval. Seconded by John Burt, a roll call vote was taken. YES Bonney, Burt, Cloudy,
Koning, Ness and Walton. NO Mahoney.
During discussion it was asked how the work at Peterson was going. Steve reported it has been
tough, but some understandings were reached last week and things seem to be progressing
itn more smoothly. As with any remodel there are always surprises. He felt there was lack of
communications on some of the submittals.
The group also discussed using broke down hollow frames. Installers are the key to their use.
