CALL TO ORDER
CHAIR SALTONSTALL called to order the regular meeting of the Parks and Recreation Committee at 7 p.m.
ROLL CALL
Requested excusal was John Neff(Crab fishing) and Jeff Huntley(sick).
Committee members present were Patrick Saltonstall, Rick Lindholm, Michael Marion, Helm Johnson, and
Michael Scalzo. Ex-officio members present wer Mel Stephens and Alan Schmitt. Excused committee
members were Jeff Huntley and John Neff.Absent ex-officio members was Steve Doerksen.
A quorum was established.
Community Development Department staff present was Director Bob Pederson, Neil Horn, and Sheila
Smith.
Also attending was Ryan Murdock from the City Parks and Recreation Committee

OLD BUSINESS
A) Develop a Summary Statement to Accompany TMO's for Jack& Lee Lakes
During discussion there was consensus for staff to draft a summary statement based upon the trails
Summit Public Meeting for opening up and brushing the road in, trying to get easements from Leisnoi and
Ouzinkie Native Corporations to allow users access to State land, the main ridge trail 4A was identified for
hardening, construct a couple of bridges in the areas where needed on trail 4A, and the trail above the
ridge trail that should be discouraged from using due to them going into the swamp.
Director Pederson stated staff will draft a summary statement, circulate it for member comments, and
action can be taken on it at your next meeting.
NEW BUSINESS
A) City Parks and Rec and Inter Connecting Trail
Charlie Powers stated this has been on the City's Advisory Board's mindset to do some joint collaboration,
Possible joint projects are trails that could cross both city and borough land to connect the dots between

Monashka working towards Mill Bay into the city center then out again which could be the urban trail that
serves both populations. He followed common places used for parks and recreation on that corridor and
found there's no pedestrian friendly passage anywhere from basically Benny Benson where the college is to
downtown. It's important for the borough and city to plan together. Powers has the Cemetery Plan for
where the Long Term Care Center is now. It's broken up with a lot of felled trees and in need of something
to tie it all together. This trail may be a way to do it. There's a traditional trail that goes from the cemetery
and when the borough took possession through a land trade there was a reference to a trail easement but
it's not delineated on the plat. It would be a way for it to flow from one end to the other.
COMMITTEE MEMBER JOHNSON (also City P&R member) stated the idea is to make the pedestrian trail
delineated showing the direction to walk anywhere in the city to get from point A to point B with signs or a
green stripe on the ground showing the way as a pedestrian and not have to worry about vehicles as little
as possible. It should take you from downtown from one end of the city property all the way through the
schools, parks, up to Safeway all on a trail system or an existing paved trail connecting both the city and
borough property on both sides going through the city.
Discussion of the platted Right-of-Way running behind KEA, behind Baranof Park, and behind Spenard's that
would be perfect for a connecting trail but there's a fence. The topographical constraints behind Spenard's
parking lot are where it bluffs off and drops down into a marshy area with a pond. You have to go through
the baseball field, into someone's yard, or meander to the road. The Extended Care Facility went to P&Z
who had expressed a desire for a trail similar to the college trail between the parking lot and Woody Way
Loop behind the facility. If something were to happen to the access point behind the Extended Care Facility
emergency vehicles wouldn't have access. Having a trail connecting the parking lot at East Elementary that
vehicles normally wouldn't have access to but could be used for emergency vehicles would be a good
solution.
Director Pederson spoke on the legal issues of getting an easement stating that P&Z is working on the code
and that would be the appropriate place to have that discussion about trails.
Powers clarified that he envisioned something from downtown by the library to the high school, swimming
pool, Main Elementary and Baranof to basically the college to connect to the trail that terminates at the
college and East Elementary.
Ryan Murdock(City Parks and Recreation Committee)suggested going from the Senior Center to the library
because there's the open field by AT&T for a possible connection for the library to the Senior Center so the
seniors could easily access the library.
Powers stated we have a joint use agreement with the borough, school district, and the city for cross
utilization of assets. We run City League Volleyball and Basketball at the high school, middle school, and
Northstar, Little Dribblers at East Elementary, open gym and different things at Main Elementary, host all
the things at Baranof, manage Dark Lake and Woody Way Fields. There are a lot of jointly assets used
through a joint use agreement. They're connected by car but not by pedestrians. Our advisory board wants
to be engaged with the Borough Parks&Rec and this would be a good project.
Neil Horn suggested Powers and he go out to look at the easements, access issues, Rights-of Way, etcetera
going from the various places, and then they can start to come up with a direction of where they can go
through town, what's available, what's easement what's accessible, and what may be private property to
discuss.
Director Pederson stated instead of just devoting your time to working on a list of Trail Management
Objectives that maybe a Parks and Open Space Plan should be done; inventorying what we have, what's
needed, where the connectivity is needed, assessing the condition of those facilities, improvements re:
maintenance, capital improvements.
CHAIR SALTONSTALL stated now that we are past the Trails Plan now we're trying to implement the plan by
doing these TMO's area by area and now we need a new project.

B) Parks&Recreation Committee Advisory to Assembly Discussion
Discussion re: reporting to P&Z at times has been problematic time wise before items get to the Assembly
and whether they should seek a change to the codes to report directly to the Assembly. Some P&R items
will still need to go to P&Z for their input. Due to having a hard time getting quorums they discussed a
change to the code to lower the members from 9 to 7 members with 2 alternates with a quorum of 4.
COMMITTEE MEMBER MARION MOVED that the Parks and Recreation Committee report to or provide
advice directly to the Borough Assembly in all cases except when the Planning and Zoning Commission
needs to be included on Planning and Zoning issues.

D) Fireworks at Mill Bay Beach
During discussion there was consensus that the fireworks problem was much better this year, it was
nothing compared to last year.
Neil Horn said there was one complaint on January 1s` but they were still legal so he posted signs on the
night of January 1". Fireworks are legal from December 26`h through January 1" and June 15th through July
15th.
E) Pillar Mountain to Sargent Creek TMO's
Discussion of the different possibilities for the routes of trails. A map is needed so it can be broke up by
landowner or geographic breaks.
Horn stated he'll request Van Dyke be at the next meeting and he'll update him on where we are at.
COMMUNICATIONS
A) Email re: Four Wheelers Trespassing
Discussion. Going on private property is a civil matter.
Horn stated there was no recent tree cutting and the cutting was authorized by the borough. He didn't see
any more damage to the trail on borough property.

Michael Scalso said it was good work tonight.
Rick Lindholm said he's glad to see Michael Marion is chair and he feels Marion is the right energy for it.
Patrick Saltonstall seconded what Lindholm said and he doesn't mind being vice chair.
