Call to Order
Chair Szabo called to order the Regular Meeting of the Solid Waste Advisory Board at 5:15 p.m.
on June 3, 2013 at the Kodiak Fisheries Research Center.
Roll Call
J. Clay conducted a roll call and a quorum was established. The following members present were Chair
Nick Szabo, Scott Arndt, Rob Baer, Cindy Harrington, and Marion Owen and Lenny Roberson.
Also in attendance were: Fritz Miller, USCG Representative, Mark Kozak, City of Kodiak, Amy Herman,
Threshold, Rick Vahl, Alaska Waste Management. Borough Staff present were Code Enforcement Officer
Jack Maker, Mike Patterson, Solid Waste Manager and Engineering and Facilities Secretary Jenny Clay.
Reading of Mission Statement
To assist and advise the Borough Assembly in identifying solutions to solid waste management
by collecting and reporting varied viewpoints, sponsoring public outreach, and developing
specific projects with a focus on waste reduction, reuse and recycling.
Approval of Agenda
ARNDT moved to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
Approval of Previous Minutes—April 15, 2013
ARNDT stated that the minutes were not in the packet. Arndt moved to postpone the approval
of the minutes of April 15, 2013 meeting. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
Visitor Comments: None
Staff Reports:
a. Staff Report, Mike Patterson. Discussed the Lateral Expansion of the Landfill regarding
Cell 1. Reported on Operations and other Projects Status of FY2013. Mentioned that
there were positions open for trash pickers at the Landfill. Owen commented that there
was a face book posting stating how someone very much appreciated the customer
service at the Landfill and the employees working there.

b. City of Kodiak, Mark Kozak. Discussed the Bio-Solid Project Progress Schedule. Project
on the composting at the landfill was progressing.
c. Coast Guard Report, Fredrick Miller. Discussed the Solid Waste Trends. Other news to
report was Earth Day for the Coast Guard on May 3, 2013, the base and various roads
were cleaned up and trees were planted; Disposed of the Zaimka Island Dock, Recycling
Solicitations.
d. Alaska Waste, Rick Vahl gave a Material Costs update. Also discussed disposals,
dumpster and roll off locations and issues. It was reminded that there was a Senior
Discount for customers over 65 years old. Asked for support from SWAB to form a work
group to team-up with Alaska Waste and help with a transition to Roll Offs at Disposal
sites. Chair Szabo pledged the boards support and Rob Baer volunteered to ride along.
He also requested that in the future, Clean-up day be changed to a Clean-up week.
e. KIB Enforcement Report—Jack Maker discussed Spring Clean-Up. He reported that Sue
Ketchum and Verda Koning cleaned approximately 100 miles of road between Chiniak
and Bells Flats. Citations and liens against trash violators were discussed. He
commented that Outreach and Education was working in the community, taking large
items to the Landfill. Discussion on working with Nick Troxell in cleaning up burned cars
at various sites and placing boulders to discourage cars from entering. Also offered the
board to ride with him for education.
f. Outreach & Education Committee, Cindy Harrington reported that the new date for the
Threshold building was July 1st. She recognized the 0 & E Group as they were very
responsive and committed along with Mr. Baer and all the Engineering & Facilities Staff.
Discussed the reprinting of pamphlets and brochures and the Daily Mirror insert with
magnet design. PSA's and Sinage were future issues that the committee was working on.
Crab Festival signs were put up for vendors and announcements were made. Next
"Spruce Up Kodiak" date was June 18, 2013. Suggestion by Jack Maker was more
education for public on not leaving large items at the dumpsters. The public was asked
to use the Landfill, Salvation Army etc. Also need to remind public of the free ad section
of the Daily Mirror and Swip-Swap.
g. Community Clean-Up day, Rob Baer asked for a debriefing meeting with the Chamber
on Clean Up day. This year Clean Up Day was on May 11th and there was a poor turn-out
due to weather and other community events. Magnets and pamphlets were provided
to the public who participated. He mentioned having a community Clean-Up week next
year instead of only a day.
Chair Szabo proposed the nomination of Vera Koning and Sue Ketchum as Volunteers of
the Year to the Chamber of Commerce. Arndt moved to nominate Vera Koning and Sue
Ketchum as Volunteers of the Year to the Chamber of Commerce.

Chair Szabo stated the Collection Center Committee will meet at the end of the meeting.

Next Meeting Agenda Items
Rick Vahl of Alaska Waste Management requested discussion on rate adjustments at the
landfill for disposal and user rates for residential.
Cindy Harrington requested the discussion of the Enterprise Fund.
Visitor Comments:
Amy Herman of Threshold, was in charge of Outreach and Education for Thresholds new move.
She was impressed with everyone's commitment with recycling.
Jack Maker mentioned July 4th holiday and the littering problem it would produce. He would
like Community Development funding with possibilities to promote our fireworks ordinance
along with responsible clean-up.

M. Owen — Espressed thanks for Mr. Vahl's goals and consider ride-alongs to understand what
is out there. Thanked everyone for their hard work.

S. Arndt — Noted that reports helped keep the board informed on day to day activities. He felt it
was helpful to have Mr. Kozak in attendance. As part of summer meeting schedule he proposed
skipping the August meeting.
