04/15/2013 Regular Meeting • SOLID WASTE ADVISORY BOARD RECEIVED REGULAR MEETING MINUTES April 15, 2013@ 5:15 PM OCT - 3 2013 Kodiak Fisheries Research Center BOROUGH CLERK'S OFFICE KODIAK,ALASKA Call to Order Chair Szabo called to order the Regular Meeting of the Solid Waste Advisory Board at 5:15 p.m. on April 15, 2013 at the Kodiak Fisheries Research Center. Roll Call J. Clay conducted a roll call and a quorum was established. The members present were Chair Nick Szabo, Scott Arndt, Rob Baer, Cindy Harrington, and Marion Owen. Also in attendance were: Assembly Representative Tuck Bonney, Ken Reinke of Threshold Services, Inc., Fritz Miller, USCG Representative, and John Crye of Alaska Department of Fish and Game (ADF&G). Borough Staff present were Code Enforcement Officer Jack Maker and Engineering and Facilities Secretary Jenny Clay Reading of Mission Statement To assist and advise the Borough Assembly in identifying solutions to solid waste management by collecting and reporting varied viewpoints, sponsoring public outreach, and developing specific projects with a focus on waste reduction, reuse and recycling. Approval of Agenda ARNDT moved to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. M. Owen asked to discuss a subcommittee for Collection Reuse Sites. Arndt stated that SWAB encourages the assembly to have the landfill take the metals for free during the period of the Community Clean Up. Approval of Previous Minutes— March 18, 2013 ARNDT moved to approve the minutes of March 18, 2013. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. Visitor Comments: None Staff Reports: a. Staff Report - None Solid Waste Advisory Board Regular Meeting April 15, 2013 Page 1 of 4 b. Coast Guard Report, Fredrick Miller. Discussed the Solid Waste Trends. Other news to report was Earth Day for the Coast Guard would be May 3, 2013; Disposal of the Zaimka Island Dock, Recycling Solicitations. An update regarding solid waste service disruption was provided. c. Threshold Services, Inc., Ken Reinke. Only #1, 2 & 2 colored plastics with necks would be taken for recycling. The facility should be open for drive thru service beginning June 'St. d. Alaska Waste, Rick Vahl gave a Material Costs update. Also discussed disposals, dumpster and roll off locations and issues. Alaska Waste was currently working with KUBS (Kodiak Unified Bear Sub-committee) to get information out to public on bears, and using Facebook and KMXT for outreach. Arndt commented on how some of the dumpsters were very difficult to get the garbage into as they were too high. e. KIB Enforcement Report—Jack Maker. Commented on Community Clean up regarding no City of Kodiak pickup for curbside trash and no free pick up by the Borough for junk vehicles. They could be brought to Nick's Auto Wrecking & Salvage & Metal Recycling for a fee. State of Alaska changed its regulations on basic citations; therefore, the KPD will not be issuing citations until the attorney responded to them regarding the changes. • Also talked about volunteers cleaning up certain dump areas in the future and maybe blocking off these areas from access in the future. • f. Outreach & Education Committee, Cindy Harrington & Marion Owen. Budget issues discussed were resolved through the Engineering Department. Continuing projects such as advertising the "Spruce Up Kodiak" to the public using the RRRR's. (Reduce, Reuse, Recycle and Rethink). g. Community Clean-Up day, Rob Baer. Spring Clean Up, May 4, Saturday, 9-2 pm. SWAB members were scheduled to be there to talk to the public. City, Borough. The Chamber of Commerce was advertising the event. Arndt spoke about the landfill not charging for scrap metal for the Community Cleanup day of May 4th to May 11`h. Discussion followed. ARNDT moved to encourage the Assembly to take scrap metal during the two cleanup Saturdays which are May 4`h and May 11, 2013 at no charge to the public. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. New Business: A. How to approach design concept for Collection/Reuse Sites. Solid Waste Advisory Board Regular Meeting April 15, 2013 Page 2 of 4 Chair Szabo talked about SWAB's needs to agree on a vision for the Collection/Reuse Sites. Book and slide show of example were presented. There was a discussion on the "pay as you throw" system. Arndt suggested a combination collection/transfer site. Harrington suggested the need of a definition of the differences between Collection, Transfer, and Reuse Stations and how it would be paid for and what the process would be. Board discussed a subcommittee to handle this project. Discussion by all ensued. SZABO appointed a Committee for the Collection/Reuse Sites consisting of Chair N. Szabo, L. Roberson, S. Arndt and R. Baer. Other Items: a. Next Meeting Agenda Items. Invite Mike Patterson and Woody Koning to talk about the Enterprise Fund and its history. Work'session at the end of May after the Clean - up. • • .Visitor Comments: J. Crye,ADF&G, commented on using the Bells Flats area as a reuse center. He also talked about • • • V the bears that were around in Kodiak and there being no problems. R. Vahl read a quote about success. He urged the board to consider him and his staff as a resource. Board Comments F. Miller—Showed Collection Center in Girdwood including a picture and description of their facility. He mentioned a Fairbanks site that was also successful. R. Baer—Would like to thank everyone for their reports as they were very helpful. C. Harrington — Had photos of transfer stations in Hawaii. M. Owen —Thanked to everyone for their reports. 0 & E/"Spruce up Kodiak" designed magnets with information about recycling, solid waste collection, reporting illegal dumping and littering, and information for the KIB and landfill.
