Meeting called to order: at 1:25pm by Board Chair, Darlene Turner

a. Trees flagged by KIB Bob Scholze at Paddy O'Donnell's home, in road ROR... Paddy
intends to find contractor to knock trees down next week.
b. Report on meeting (May 3rd) with Karl Short, KIB Finance Director- DT,CG, and TL
met with Karl to review Service Area financial status after notice from Karl that they
made a booking keeping error.Apparently there was a large bill for snow removal from
February 2012 for+$25,000,that was accidently charged to Women's Bay Service Area
by(MB Staff) that should have been against MBRSA. As a consequence, MBRSA
thought it had much more money in its account to use for road maintenance...but now,
we are essentially broke (have about$1,600 remaining) until the new Fiscal Year
begins on July 1st.We will be covered by KIB if we exceed our remaining balance-We
will not conduct any road maintenance (unless absolutely necessary) until after July 1,
when the account balance is refreshed from KIB taxes for our Service Area (— $60,000).
VII. New Business: Spring Walk Around and Work Order List for Summer Maintenance (note:
list is loosely prioritized,and should all be done by verbal consent,with MBRSA Board of
Supervisors-the Contractor to give cost estimate prior to approval to begin for larger jobs)
a. Contractor for MBRSA (TC/MK) - Kevin to repair damaged street signs (such as Spruce
Circle sign) and culverts they hit during snow removal,at their expense. NOTE: Culvert at
top of Marmot was damaged but not by Contractor- not required to fix.
b. Priority List:
1. Finish work started on Mountain View Drive cul-de-sac and in front of Paddy's
2. Unfinished business, culvert under Mountain View Dr,at blacktop: should be replaced -
is AK DOT going to do this or not during the repaving,and when is repaving going to
happen?
3. Add mail boxes to pedestal above Three Sisters (DT will talk to Postmaster)
4. Replace Zimmer and Withrow-vicinity culverts (are failing or plugged)
S. General ditch cleaning and pothole fixing, clean culverts,bring rock out of ditch back to
road, many locations -see various below...
6. Dress-out parking area around dumpster and mail pedestal at top of Three Sisters
7. Lift road bed (first swale after leaving blacktop and down Three Sisters) and recrown
road on upper Three Sisters where potholes always form (Kevin estimates about 4 loads
of D1)
8. 1637 Three Sisters area, potholes and road surface drainage should be < 2% slope from
driveways...also Code enforcement needed for trailers,boats,etc in ROR
9. Recover D1 in ditches near Devil's Prong and farther down Three Sisters,above pond
10. Remove culvert on Devil's Prong (near Drew's place) clean ditches in culdesac
11. Remove sediment from ditch opposite from Fred Hearn's place,and place in big pothole
at his driveway
12. Need culverts on driveways-Thummel, Murray,McNeil, Bruce...
13. Lift/fill potholes at circle in Steve DeHart/Don Fox's area
14. Find old guard rail from AK DOT,to place on curve above pond on Forest Drive -Kevin
will talk to DOT (Rob)
15. SIGNS: Replace Forest and Monashka Way street signs (they were stolen?) also Island
Circle on Marmot
16. Clean ditches at Forest Drive culdesac.
17. Culvert above Andy Dano's on Forest Drive... needs fix-see Vita. above
18. Island Circle, near Putney's, fix pot holes
19. At Ridge Circle - Blade road edges back into center; road has widened here
20. WORK ORDER for this: Pot hole abatement on Marmot-see#4 above
21. 1681 Marmot ditch needs cleaning above driveway
22. Ditch cleaning on Marmot near Dan Ogg's place
23. 1849 Marmot- Christenson's driveway culvert failed-they pay for culvert, MBRSA will
pay for installation
24. Harbor Way-code enforcement issues with dumping of materials
25. Harbor Way- culdesac needs grading, redress,fill
26. Harbor Way- Ditto - sign straightened
27. Harbor Way- Ditto - culvert cleaned
28. Previous years' issues that need addressing,such as bringing Marmot up to code, fixing
Three Sisters where winter road ice (glacier) forms...
29. MBRSA newsletter for residents, to update on maintenance and budget issues
VIII. Public Comments: Kevin asked we advise him when work list is ready...
IX. Board Comments: Prioritized list needed, and work orders for big items-We need to start talks
with KIB about new RSA maintenance contract,and renew talk about Green Belt zoning (define
what the GB is, clearly)
X. Next Meeting Proposed Date: July 17, 2013 at Bayside Fire Hall.
