ROLL CALL c Helm Johnson requested'to be excused. Committee mehibees'present were Pam Foreman, Jeff Huntley, Patrick'Saltonstall, Rick Lindholm,--Michael Marion, and Michael Scalzo. Excused was Helm Johnson.-Absent ex- officio members were Jack Ransom, Aaron Griffin, Steve Doerksen, Alan Schmitt. A quorum was established. "•'- • There was none NEW BUSINESS I.; A) Womens Bay Park Playground ' ' Dvorak gave a report and thanked the Fire Hall for allowing us to use the facility. He stated a year ago the borough accepted a $100,000 grant and on that grant it said Womens Bay Playground, in the backup paperwork it says Panamaroff Creek Park/Sargent Creek Park. The grant was fairly nonspecific and has a number of things we can spend the money on; survey and design services, site preparation, equipment costs and transportation, and installation so it's pretty broad. The grant was assigned to the borough Engineering & Facilities Department. The Engineering & Facilities Department has been working on other projects and didn't know what they would spend the money on. The grant is eligible to May 14,2013 Page 1 of 4 Parks&Recreation Committee spend as of July 1, 2012 and it's good through June 30, 2017. Dvorak brought a half dozen packets of pictures of what the playground equipment looked like in April. Maintenance from Engineering & Facilities has come out to try to make it more safe and removed material that is beyond safe conditions. We brought a planning process and will probably be a 2 meeting process and we also brought catalogs for you to go through and let us know exactly what the community wants. The $100,000 isn't going to give both parks a complete overhaul so it's up to the community what and where they want to put this money. We will have some research to do on specifications for playgrounds. ' Several people,took catalogs,for them to get together,to"decide what they all wanted and will let,the Smith from Community Development Department know. The Womens-Bay-Community was reminded that the Parks & Recreation Committee has meetings every'2"d aid 4i1rTuesdays-of the month and they are always welcome especially if they have concerns. Bob Tucker has so much,money that has to be spent by the end of the fiscal year and let the community know that he would be gOing in and clearing and preparing for the new equipment. He wants to get rid of the majority now and keep what is still good for now so you still have something to use. It's going to take quite a while for the equipment to get here. A community member asked if they are allowed to fund raise. Dvorak will research how that can be done. CHAIR SALTONSTALL said in State Parks it was tricky to give the money to the State Park officially so that's why they created Friends of State Parks so they make sure it's spent locally, so if you make this a little group that would probably be the way to do it. Discussion of possible Lyons Club fundraising and how it can be done and how it can be appropriated through the borough so they don't end up in the general fund. B) Jack and Lee Lakes Natural Use Area - Trail Management Objectives CHAIR SALTONSTALL stated the Trails Plan that we did for the whole borough, one of the things we were tasked with that was approved was to go by area by area and create little TMO's for each of these areas. We worked on Russian Ridge last year and had public meetings and came up with a planning_docubient that the borough now has. We had a survey that had some data..-Which areas that people care about-and one of them is Jack and Lee lakes so that's what we're doing this year We already had one public meeting but we thought while we're intBells Flats, this is your area and a good.opportunity to get your input on it. Your input'is most important out of all inputs. Comments given,were: • Put boulders to keep full size vehicles out of the trails, and keep out people hauling junk into the area •t,"Unregulated shooting safety issues. - People can't get in and'outwith all the shooting • Signage and education of the rules - change the culture'.'
