05/07/2013 Regular Meeting Womens Bay Service Area Board RECEIVED Regular Meeting Minutes: Tuesday May 07 20 3 am - 5 208 Call to Order: CLERKS OFFICE D. Neuman called the meeting to order @ 7:06pm. KODIrac.Alna�` Members Present: Dave Heuman, Dave Conrad, John Isadore, Brian Hansz, Jessica Horn, Scott Griffin. Members Excused: Billy Ecret Guests: Cecil Ranney, Joe Dinnocenzo, Kevin Arndt Agenda Approval/Additions: D. Heuman amended agenda by removing budget performance report, and motioned to approve amended agenda, S. Griffin 2"" , passed unanimously. Minutes Approval: No copy of April minutes available at meeting, B Hansz will forward copies to all members for review on following day. Citizens Comments: None Contractor Comments: None Old Business Fire Department: • Tanker 23 repairs: Same. • HUD Grant: RFP for A&E services as needed. • New Pickup: Scheduled operational 01 July 2013 (Same). • Conex update: Conex delivered on site to temporary location, three grade beams will have to be poured and box stationed with cabling to complete installation up to code. • Legislative grant for Firefighters: Awaiting Governor to sign budget to see if grant is on approved budget. Old Business Road Service: • FEMA Updates: Last permit submitted, all stumps ready awaiting transport from KIB landfill to Sargent Creek site. • Expansion of service area and lots sales: Board agrees to proposed sales, but may not make P&Z Board meeting in time, Board needs to have representative at meeting to voice concerns about expansion of service area. • Status of WO's issued: Sign replacement in progress. Begin patching potholes expect 3 more work orders next day. • Lake Orbin Fish friendly Culvert project: Joe Dinnocenzo, Kodiak Soil and Water Conservation district spoke about the fish friendly culvert project and the need to make Lake Orbin accessible to return salmon, Chum, Red, and Coho, Lake Orbin has been deemed the highest priority drainage on the road system by soil and water and AKF&G. The entire drainage improvement is considered a single project, but will be completed in phases. $95K has been approved so far for project and first stage will include engineering for entire project and replacement of lowest culvert on stream, (Located on private land). Next two phases (culverts under Bells Flats RD, and Lake Orbin Dr) will be dependent upon further grants and funding. Kodiak Soil & Water asked Board for support, in form of letters of support for project to KIB and other entities, and also for a commitment for a share of funding for approaches (rise in roadbed for Bells Flats Road) and possible additional funding for project. Kodiak Soil & Water has also contacted ACS and KEA for donation of services for construction costs or relocates. No action or response from ACS. Cecil Ranney spoke on behalf of KEA board and noted that KEA board agreed to donate 10% of estimated cost of$29K their donation to project is $2900. D. Conrad noted that Board needs to petition KIB for Funding possibly thru Rasmussen Grants. D. Conrad also reiterated that Board needs to petition KIB for funding to have "Shovel ready projects" like this ready for any fallout funding. B. Hansz motioned to draft letters of support to KEA, KIB and Soil & Water to emphasize the Boards support for entire culvert project. Motion passed unanimously. New Business Fire Department: • None New Business Road Service: • KIB's letter to inform board members of proposed P&Z changes to Sea View estates lots. No action required as lots are outside service area as such Board has no input. Board members comments: • D. Conrad asked why the service locates where out on Lake Orbin Dr. He was informed that ACS was looking for a phone line break. • J. Horn noted that she would be absent until the September meeting. • D. Conrad noted that Dale Rice was medivaced from island and that Kodiak EMS noted the very tine job of prepping him for transport to hospital. Next meeting Toes Jun 4'h 2013 7:00pm: Adjournment: • S.
