2013-03-12 Regular Meeting RECEIVED KODIAK ISLAND BOROUGH JUN ) 3 2013 PARKS & RECREATION COMMITTEE AGENDA BOROUGH CLERK'S OFFICE KODAK,ALASKA March 12, 2013 Regular Meeting 7 p.m.in the MB School District Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the March 12, 2013 Parks & Recreation Committee regular meeting to order at 7 p.m. ROLL CALL Mike Marion requested to be excused. Committee members present were Pam Foreman (7:03), Jeff Huntley, Patrick Saltonstall, Andy Schroeder, Rick Lindholm, Helm Johnson (7:01), Michael Scalzo. Excused was Mike Marion. Ex- officio member present was Alan Schmitt. Absent ex-officio members were Jack Ransom, Aaron Griffin, and Steve Doerksen. Community Development Department staff present was Duane Dvorak and Sheila Smith A quorum was established. COMMITTEE MEMBER HUNTLEY MOVED to excuse Mike Marion. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA COMMITTEE MEMBER SCHROEDER MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS There were no minutes. AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none. OLD BUSINESS A) Meet with City Enforcement Re: Russian Ridge Enforcement & Policy Re: Motorized Use and Wood Cutting. (TC Kamai Invited) Kamai stated operating off road vehicles in city limits is a violation of city code. However, in that area it's problematic for us to enforce. It's normally complaint driven then we'll respond. Wood cutting is allowable in the city code but it's a permitting process, and we've been investigating illegal wood harvesting complaints. Last week the City of Kodiak placed a moratorium on the further issue of woodcutting permits until we have the opportunity to review the city's program further. Kamai walked all the trails that afternoon and it's obvious that people are harvesting wood, and there's only one valid permit on that list which we are going to allow it to expire in a few days. Pam Foreman arrived at 7:03 p.m. During discussion the committee was directed to talk to the city council re: public policy for riding certain trails on city land. The City Ordinance prohibiting off-road vehicles went through, Kamai said it was approximately 1984 or 85. Kamai stated if there's a motorcycle that's licensed for the street but operated off the public thoroughfare on city property would still be considered an off- road vehicle. P&R Minutes Page 1 of 4 March 12, 2013 Kamai said these aren't new issues; it's just more recently we're trying to manage its resources,and it was particularly this wood cutting that brought it to our attention. We're monitoring things. The challenge is how we keep the motorized and non-motorized separated and hope that people do what they're supposed to do.The vast majority do. Discussion on more enforcement on Pillar/Russian Ridge, budgets, delineating the boundaries by fencing, the trails inside and outside the city, and identifying trails in case of an emergency. Education is a key. User conflicts discussed were resources are being degraded in certain areas, signage and ways of changing the culture,separating trails. Accommodation of being aware of other trails. Having a designated area for off road vehicles perhaps we wouldn't have as much of that type of traffic on other trails. B) Final Report&Recommendation for Russian Ridge Trail System Dvorak reported this is a draft and long coming but from the items discussed at the last meeting. He wanted to connect some dots between the Trails Plan so when people look at the TMO's they have a little context about where this process came from, it's part of the bigger picture. Proximately mentioned in the Trails Plan was these Trail Summits' was a place to engage all the users, all the user groups and keep them engaged, and if there are user conflicts then that's where we can dialogue and work out solutions. It's a community process. It would probably be approved like they did with the lake rules before the assembly. Here is the list the committee came up with: • User Conflicts • Portion of that problem,the non-motorized user group's trail is getting degraded • Create a culture where the user groups are more accommodating to each other with signage, enforcement, and education • Woodcutting • During discussion they would like a hiking trail around Beaver Lake with bridges • Hardening opportunities on the main ridge trail • ATV Park • Some areas more suitable for motorized than others If anyone has any other ideas email them to Dvorak. NEW BUSINESS A) Borough Parks Plan Dvorak said there was discussion regarding Woody Koning's memo. He suggested there be a Parks Plan .before we start making improvements in Womens Bay. The borough received $100,000 specifically for Womens Bay Parks. Panamaroff Creek Park has some playground equipment but Sargent Creek doesn't have anything. Dvorak said he doesn't think it doesn't require a complete borough wide park plan and he thinks Koning is willing, if we can put together a planning process where we could go out and have community meetings he would detail Bob Tucker with some playground equipment catalogs and let people in the community design a park and try to put some numbers there, and then put it out for contract; order the stuff and have it installed. When Dvorak was researching he ran across a letter from when the borough P&R had a joint meeting with the City Parks & Rec Committee that was recommending a joint Borough/City Parks Master Plan so he gave that letter to Cassidy and recommended money be put in the next fiscal year's budget for a Joint City/Borough Parks Master Plan and gave a copy to the City Manager also. COMMITTEE MEMBER FOREMAN suggested we work with the Service District to get 1 meeting together with the community where we say we want your input on what you want in these 2 parks. We'll take this information,get the equipment catalogs and come up with something from there. Dvorak said his grandsons love the little pocket park on Selief and the city has a good handle on these things and perhaps we could ask them for some assistance on catalogs and equipment. P&R Minutes Page 2 of 4 March 12,2013 Nick Beheler reiterated building playgrounds is not like it used to be, there are set standards by the National Parks Association on distances away from sidewalks, thickness of the soils, materials you can use, and so on. Staff was directed to write a memo to Koning saying we would like to set up a meeting with the community of Womens Bay through the Service District to find out what they want in their parks on one of the regular meeting nights. B) March P&Z Agenda Dvorak reported on each of the P&Z public hearing cases. If you have comments for this you can come to the P&Z meeting to give public testimony. Brief discussion. C) April P&Z Agenda Dvorak reported on each of the P&Z public hearing cases. Written comments are due by April 2nd for the April agenda. COMMUNICATIONS Daurio stated she thought they would be useful tonight. If you want to stop talking about Jack& Lee Lakes and follow a similar process as far as designating trail areas or not. The trail data for Jack & Lee Lakes was sent to a company called Geo North to edit, digitize, and whether we're missing trails and fix some of the squiggly lines so hopefully we'll have clean data to work with as we move forward. Dvorak said we want to have an agenda with only 2 items on it: Parks &Jack&Lee Lakes. COMMITTEE MEMBER'S COMMENTS Alan Schmitt stated he's been coming to these meetings but the need for maintenance on the trails seems to grow with mechanization. All trails need attention but if it's just a foot trail it's not as much as it would be if it were being used by ATV's. Related to that is that maybe the users should help pay maintenance on a proportionate basis. Then the idea of registering the ATV's that could be a potential source of funds to use for maintenance. He sees a variety of policing issues with that, but the law enforcement isn't going to enforce it. Nick Beheler said there was a park in Florida that charged $1 to ride in the coolest park with endless trails. It had a gate with a guard that you gave your dollar to. If the trails need to be P&R Minutes Page 3 of 4 March 12,2013 hardened, some type of volunteer sign up gate where you can come get gravel to harden trails. How do we move on to other trails?When can we do Kashaverof? Patrick Saltonstall stated the way it's laid out in the trails plan is the ones that come up the most we go there, but nothing came up for Jack & Lee Lakes. We went back to the survey we did in the Trails Plan that prioritized areas and that one rose to the top.We could do Kashaverof next time. Pam Foreman said we actually have a page in the Trails Plan that sort of has the priority list of trails. Nick Beheler said that Annie Thomas, the Girl Scout Troop Leader, asked him if the committee have anything to do with the Earth Day Triathlon. Rick Lindholm stated Kashaverof is probably going to be the most contentious. Sheila Smith asked why the committee doesn't do fundraising or raffles or something. Alan Schmitt said you have to have a gaming permit to do raffles. Andy Schroeder stated he got a report that there's a tree blocking the passage next to the lower bridge on Island Creek Trail. He has concerns about the un-clarity of signage of continuity of Island Lake Creek Drive, it's not real clear where the trail picks up. ADJOURNMENT COMMITTEE MEMBER HUNTLEY MOVED to adjourn.
