2013-01-08 Regular Meeting RECEIVED KODIAK ISLAND BOROUGH PARKS & RECREATION COMMITTEE APR - 1 2013 MINUTES BOROUGH CLERKS OFFI January 8.2013 Regular Meeting 7 u.m. in the KIB School District 'nalexel rrK ,ALASKA CALL TO ORDER CHAIR SALTONSTALL called to order the January 8, 2013 Parks & Recreation Committee meeting at 7 p.m. ROLL CALL Requested to be excused was Sandra West, Andy Schroeder (arrived 8:35 p.m.), and Rick Lindholm. Committee members present were Pam Foreman, Jeff Huntley, Patrick Saltonstall, Andy Schroeder (arrived 8:35 p.m.), Michael Marion, and Helm Johnson. Excused were Sandra West, Andy Schroeder (arrived at 8:35 p.m.), and Rick Lindholm. Ex-officio members present were Steve Doerksen and Alan Schmitt. Absent ex-officio members were Jack Ransom, Aaron Griffin, and Brent Watkins. A quorum was established. COMMITTEE MEMBER FOREMAN MOVED to excuse Sandra West, Rick Lindholm, and Andy Schroeder (arrived 8:35 p.m.). VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Community Development Department staff present was Martin Lydick and Sheila Smith. CHAIR SALTONSTALL welcomed our new member Helm Johnson. APPROVAL OF AGENDA VICE CHAIR HUNTLEY MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER FOREMAN MOVED to add the areas that Leisnoi is not willing to talk about at this time which is Termination Point, Long Island, Chiniak Lake, Sequel Point, Kalsin Pond, and Cape Greville that were clearly identified as not available. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY COMMITTEE MEMBER FOREMAN MOVED to approve the minutes as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS Nicholas S Pennington stated he was at the last meeting but it might be important to put in that Leisnoi did kind of touch on Termination Point; he did say it's not in the talks now. OLD BUSINESS A) Trails Map Advisory Statement Label The committee was happy with the labels. 1/8/2013 Page 1 of 3 P&R Minutes B) Trail Summit Preparations During discussion CHAIR SALTONSTALL said he'll get with Duane Dvorak to figure out who will do what and when. The Information and Technology Department will be making the maps to present and also the TMO's that the committee has approved with amendments. Van Dyke will provide information about Jack Lee Lakes. Daurio will prep the final maps. They would like notice sent out to the email list, free PSA's on KMXT, flyers, and in the borough news page. Possibly the reporter could do a story in the paper in advance. C) TMO Review- Russian Ridge During discussion the committee reviewed TMO's A6 through A10 along with the PowerPoint presentation, discussed conditions of trails, and relayed amendments to Van Dyke. Maps may be attached to the TMO's so there will be description. COMMITTEE MEMBER FOREMAN MOVED to approve TMO's A6 through A10 as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY NEW BUSINESS A) Election - Chair&Vice-Chair CHAIR SALTONSTALL opened nominations for Chair. COMMITTEE MEMBER FOREMAN nominated Patrick Saltonstall. COMMITTEE MEMBER JOHNSON nominated Patrick Saltonstall. There were no more nominations. COMMITTEE MEMBER FOREMAN MOVED to close nominations. ROLL CALL VOTE ON SALTONSTALL AS CHAIR CARRIED UNANIMOUSLY CHAIR SALTONSTALL opened nominations for Vice Chair. COMMITTEE MEMBER MARION nominated Jeff Huntley as Vice Chair. There were no more nominations. COMMITTEE MEMBER FOREMAN MOVED to close nominations. ROLL CALL VOTE ON HUNTLEYAS VICE CHAIR CARRIED UNANIMOUSLY COMMITTEE MEMBER SCHROEDER arrived at 8:35 p.m. COMMUNICATIONS There were none. REPORTS Meeting Schedule: • January 22, 2013 Parks & Recreation Committee Trail Summit at 7:00 p.m. in the Kodiak High School Commons-Gym Entrance • February 12, 2013 Parks & Recreation Committee Regular Meeting and Trail Summit at 7:00 p.m. in the Kodiak High School Commons-Gym Entrance COMMITTEE MEMBER FOREMAN MOVED to accept reports. COMMITTEE MEMBER'S COMMENTS P&Z representative Alan Schmitt stated we have an opening on the Planning&Zoning Commission. Steve Doerksen stated he's glad to see the Russian Ridge trails being looked at because he's enjoyed them as well. Pam Foreman welcomed Helm Johnson and thank you to the public members attending. She may have missed a few meetings but the Parks & Rec should have had the chance to weigh in on the greenbelt issue around the landfill. She also stated the Van Daele case is near where the trail section for the Safe Routes to School is. She wants the all the P&Z cases to come to the committee. Andy Schroeder welcomed the new member and thanks to the new leadership. He's looking forward to another year on the committee. The bike path is not a done deal yet and will be a while longer. Jeff Huntley welcomed Johnson and told the public member's that he's glad they came. Patrick Saltonstall said he's happy that we're incorporating the trail details by using the comments, and put your application in.
