Discussion was most focused on the road service contract with MK Construction being now due
for extension or instead be let for bid. The strong consensus at the meeting is the contract not be
extended and should be let for bid. Important is contractor's ability to respond quickly for snow
removal and rocking ice. This winter has been less challenging than last winter when fast
changing weather led to accidents on wet ice. Discussion included ability to respond quickly
with appropriate equipment and rock when contractor's responsibility must be shared with
multiple road districts or customers.
There was discussion about elements desired in the contract, specifically: response times; gravel
to be D-1 and not chips; and, penalty clause. Discussed was blocking driveways with road
plowing, and if grader not equipped with wing then a truck plow truck needs to follow the grader
to clear snow the grader blade rolls into driveways. Shaping the road was discussed, including:
grader operator's skill to shape the crown for water runoff, and pulling ditches. The lack of
space between the guard rails at the top of Monashka Circle doesn't allow space for ditching so
lack of drainage exacerbates potholes that also break into the substrate which then needs ripping
to repair It's necessary for contractor to have ripper capabilities when required to repair
substrate.
There was consensus for contractor payment be established with a 'callout rate' and dollars per
mile: for snow removal;for graveling. And, summer (or non-snow) work be hourly for each
machine type.
The attendees questioned if write-in votes for the road districts were counted at the last election.
There was consensus the borough be asked to install a guard rail at the foot of Monashka Circle
because, lacking a guard rail, it's a safety hazard as demonstrated by the accidents that ocurred
last winter.
The meeting adjourned with the closing consensus to attend the borough assembly work session
March 28 to testify a new contract be let for bid, and request the guard rail.
