Nielse <br />, CMC, Boroug / lerk <br />Kodiak Island Borough, Alaska <br />KODIAK ISLAND BOROUGH <br />ORDINANCE NO. 2003 -08 <br />AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY <br />AMENDING KODIAK ISLAND BOROUGH CODE OF ORDINANCES <br />TITLE 2 ADMINISTRATION AND PERSONNEL <br />CHAPTER 2.17 RULES OF THE ASSEMBLY SECTION 2.17.090 CITIZENS' RIGHTS <br />Introduced by: Mayor LeDoux <br />Requested by: Mayor LeDoux <br />Drafted by: Borough Clerk <br />Introduced: 11/06/2003 <br />Public Hearing: 11/20/2003 <br />Adopted: <br />WHEREAS, it is preferable that citizens' not be required to state their address when addressing the <br />Assembly; <br />NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND <br />BOROUGH THAT: <br />Section 1: This ordinance is of a general and permanent nature and shall become a part of the <br />Kodiak Island Borough Code of Ordinances. <br />Section 2: Section 2.17.090 Citizen's Rights is hereby amended as follows: <br />2.17.090 Citizens' rights. <br />A. Addressing the assembly. Any person desiring to address the assembly shall first secure the <br />permission of the chair. However, under the following headings of business, unless the chair <br />rules otherwise, any qualified person may address the assembly without securing such prior <br />permission: Citizen's Comments, Public Hearing. <br />B. Written communications. Interested parties or their authorized representatives may address the <br />assembly by written communication in regard to matters then under discussion. Written items <br />bearing a request that they be read into the record shall be read aloud by the clerk or <br />designated assembly person. <br />C. Addressing the assembly after motion made. After a motion is made by the assembly, no <br />person shall address the assembly without first securing the permission of the assembly to do <br />so. <br />D. Manner of addressing the assembly - -Time limit. Each person addressing the assembly shall <br />step up to the microphone, give his name and addre& in an audible tone of voice for the record <br />and, unless further time is granted by the assembly, shall limit his address to three (3) minutes. <br />All remarks shall be addressed to the assembly as a body and not to any member thereof. No <br />person, other than the assembly and the person having the floor, shall be permitted to enter into <br />any discussion, either directly or through the members of the assembly, without the permission <br />of the chair.
