AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY
REZONING LOT 10, U.S. SURVEY 2873 FROM R1- SINGLE - FAMILY RESIDENTIAL
TO R2- TWO- FAMILY RESIDENTIAL.
GENERALLY LOCATED AT 1818 MISSION ROAD (P &ZCASE 02 -027)
WHEREAS, Pamela Sullivan requested a zone change for Lot 10, U.S. Survey 2873,
from R1- Single- family Residential to R2- Two - family Residential; and,
WHEREAS, the Planning and Zoning Commission, after a public hearing on Novemoer
20, 2002, recommends that the Kodiak Island Borough Assembly rezone Lot 10, U.S.
Survey 2873 from R1- Single- family Residential to R2- Two - family Residential;
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is not of general application and shall not be codified.
Section 2: Lot 10, US Survey 2873 is hereby rezoned from R1- Single- family Residential
to R2- Two - family Residential.
Section 3: The findings of the Kodiak Island Borough Planning and Zoning Commission
are hereby confirmed as follows:
17.72.020 A. Findings as to the Need and Justification for a Change or Amendment.
A rezone from R1 to R2 is needed and justified because the zoning district permits
development that:
A. Is in conformance with the medium density residential designation for
this area indicated by the Year 2000 Land Use Plan contained in the
1968 Kodiak Island Borough Comprehensive Plan.
B. Will not create a nonconforming land use in the rezone area.
C. Will not create negative impacts resulting from increased traffic.
17.72.020 B. Findings as to the Effect a Change or Amendment would have on the
Objectives of the Comprehensive Plan.

A change of zoning from R1 to R2 is consistent with the objectives of the comprehensive
plan, which designates this area as Medium Density Residential. In addition, the
surrounding single - family zoned area should be investigated for rezoning to R -2 Two -
family Residential. This would be consistent with the comprehensive plan designation
and would provide a choice of single - family or two - family residential density to property
owners in the area, subject to meeting the requirements of the district and applicable
parking requirements. It would also permit the consideration of professional offices,
schools, hospitals and beauty shops as permitted uses.
