AN ORDINANCE AMENDING CHAPTER 2 OF THE KODIAK ISLAND BOROUGH
CODE OF ORDINANCES AND RESOLUTIONS BY ADDING THERETO SECTION 6 REQUIRING
CERTAIN CONTRACTS AND SALES TO BE LET BY COMPETITIVE BIDDING
BE IT ORDAINED as follows:
Section 1. Chapter 2 of the Kodiak Island Borough Code of
Ordinances and Resolutions is hereby amended by adding thereto
Section 6 to read as follows:
"Section 6. A. Contracts, sales and purchases:
The Borough Chairman shall contract for and purchase, or
issue purchase authorizations for, all supplies, materials
and equipment for the offices, departments and agencies of
the Kodiak Island Borough. Every such contract, purchase or
sale exceeding the sum of FIVE HUNDRED and No /100ths ($500.00)
DOLLARS shall require the prior approval of the Borough Assembly.
The Borough Chairman may also transfer to or between office,
departments and agencies of the Borough, supplies, materials
and equipment so long as the value thereof does not exceed
FIVE HUNDRED and No /100ths ($500.00) DOLLARS.
B. Public advertising calling for competitive
bids, published in a newspaper published within the Kodiak
Island Borough for not less than three (3) successive weeks
shall be required before the purchase of, or contract for,
any supplies, materials, equipment, services (except pro-
fessional services), or construction of any building or the
sale of any surplus or obsolete supplies, materials, or
equipment, the value of which is in excess of TWO THOUSAND
FIVE HUNDRED and No /100ths ($2,500.00) DOLLARS.
C. No contract which requires public advertising
for competitive bids as provided in Sub - Section B above shall
be a valid, enforceable, or binding obligation upon the
Borough unless such requirenent has been met and the contract,
purchase or sale authorized by direction of the Borough Assembly
thereafter.
