1968-24 Creating Service Area No. 1 for Water ServicesKODIAK ISLAND BOROUGH ORDINANCE NUMBER 68 -24 -0 KODIAK ISLAND ABOROUGH ORDINANCE WATER SERVICE AREA CREATING SE ASERVICE TO BE KNOWN AS NUMBER ONE FOR THE PURPOSE OF PROVIDING WATER SERVICE WITHIN A SPECIFIED AREA WHEREAS, Section 07.15.050 empowers the Borough to create service areas to provide special services and WHEREAS, the Kodiak Island Borough has received petitions from numerous property owners living outside the boundari =s o f the City of Kodiak requesting the formation of a water service area, NOW, THEREFORE, BE IT ORDAINED by the Borough Assembly f the Kodiak Island Borough that: Section A service area to be known as Kodi er Service Area Number One be and the same is hereby established to provide water services and the supply of domestic ater for the area lying and being within the boundaries of the Kodiak Island Borough outside the City Limits of the City of Kodiak and more particularly described as follows: U.S. Survey 3466, 3104, 3103, 3464, 3219, 3465, Shahafka Acres Subdivision; Holland Acres Sub- division, (both platted and unplatted portions); The East one -half of Tract B and all of Tract C, D, E, G, H, I, J, K, M, and P of U.S. Survey No. 3218 and that unsubdivided portion of U.S. Survey No. 3218 lying Northwest of Mill Bay and Island Lake Roads. Section 2: Services. Kodiak Island Borough Water ervice Area Number One is hereby established to provide water ser- ice including installation, servicing, administration and collectio osts of the same for the area within its boundaries in the manner rovided by law for local assessment districts or otherwise. age One, ORDINANCE NO. 68 -24 -0 Section 3: Management. Kodiak island Borough Water Service Area Number One shall be managed and operated by the Borou. Chairman and Assembly in the same manner as other Borough functions Section 4: The Costs. The costs of providing water services, installation, administration and collection whether such service is provided by the Borough itself or by contract shall be a sum determined by dividing the total cost of such service (exclusiv of installation which shall be on an assessment basis as provided by law for local assessments) by the number of parcels of property being benefited by such services, to arrive at a "per property cost' which sum shall be pro -rated on a twelve -month basis, and one -twelf thereof assessible against each benefited parcel or tract per month can be obtain unti suc and an ordinance adopted as to rates and assessments, it being the intention of the Borough Assembly by this provision that the cost of providing the service is to be borne by the property specially enefited therefrom and the cost of providing interim service shall e done on a pro -rated basis until permanent service is provided, ith each parcel or tract being assessed its share but which assess - ent shall be made and collected for such interim period along with e real property taxes on said property.
