FY1965-3 Adopting National Electrical CodeKODIAK ISIA ND BOROUGH ORDINANCE NUMBER 65 -3 An ordinance adopting the National Electrical Code, 1962; National Plumbing Code and Uniform Building Code, 1964 Editior Be it ordained by the Kodiak Island Borough Assembly Kodiak, Alaska, as follows: SECTION ONE. Rules Adopted. Pursuant to the reco- mmendations of the Kodiak Island Borott Planning and Zoning Comm- ission there are hereby adopted as safe and practical standards for the installation, alteration and use of electrical equipment in the Kodiak Island Borough. First: The rules and regulations of the National Board of Fire Underwriters, as contained in the Code known as the National Electrical Code, 1962, and as approved by the American Standards Association and Second: The rules and regulations regarding the installation, alteration and use of electrical equipment as adopts, by the Kodiak Electric Association, now supplying the Kodiak area of the Kodiak Island Borough and the application of which rules am, regulations shall be limited to the area served by the Kodiak Electric Association, Inc., a copy of said code and last mentioned rules and regulations being now on file in the office of the Kod- iak Island Borough. Third: Permits. There are hereby adopted as real onable rules and regulations governing the issuance of permits fo: electrical installation or alterations, the following: Page One, ORDINANCE NO. 65 -3 "4„', a. It shall be unlawful to install or alter any el trica1 equipment or wiring without having first secured a ' permit therefore. b. Applications for such permits shall be made in writing to the office of the Kodiak Island Borough and shall con- ! tain the name of the owner of the premises to be served, the name of • the contractor doing the work, the nature of the work to be done; where the work consists of new installations or extensive repair or alterations, plans and specifications of the work shall accom- pany the application. Fourth: Certificate of Approval. The building official shall issue a certificate of approval after each inspect ion in which the wiring or apparatus is found to be in compliance with the terms of this ordinance and with the rules adopted hereby. It shall be unlawful to use or turn on power into any wires or apparatus hereinafter installed for which such cert ificate has not been issued because the permit was not secured for installation or because the work was not completed according to theft-provisions of this ordinance. SECTION TWO. Rules adopted. Pursuant to the recommendations of the Kodiak Island Borough Planning and Zoning Commission there are hereby adopted as basic sanitary and safety principles for the installation, alteration and use of plumbing equipment in the Kodiak Island Borough: First: The rules and regulations as contained in the Code known as the American Standard National Plumbing Code (ASA A40.8 -1955, Published by the American Society of Mechanical Engineers.) .Page Two, ORDINANCE NO. 65 -3 ij r e o biiri es and regulations governing the issuance of for plumbing installations or alterations the following: a. SECTION THREE: Adoption of Regulations. The regulations of the 1964 edition of the Uniform Building Code as published by the International Conference of Building Officials is hereby adopted as the regulations governing the construction of buildings and other structures and it shall be unlawful to erect Page Three, ORDINANCE NO. 65 -3 in the Kodiak Island Borough; or construct or structure in the Kodiak .Island Borough in violation of, or without complying 1' witli�e'l3Ms regulations. Copies of such code shall be kept on file in the Kodiak Island Borough office for inspection. Second: The building official shall have the power and duty to enforce the provisions of this ordinance; and all fees provided herein shall be paid to the Kodiak Island Borough office. All permits shall be issued by the Building Official. SECTION FOUR: Stop Order. Whenever any work is being done in violation of the provisions of this ordinance, or in variance with the terms of any permit issued for such ' work, the Building Official may order all work on the job stopped until such violation or variance is eliminated and any work or installa- tion made in violation of this ordinance corrected. Such stop order, if oral, shall be followed by a written stop order within twenty -four (24) hours (excluding Saturday, Sunday or holidays). It shall be unlawful to do or perform any work in violation of such stop order, except as may be necessary to prevent injury or damage to persons or property. Such Stop Order may be revoked by the Building Official, the Borough Chairman, or the Borough Assembly. SECTION FIVE: Repeal of General Ordinances. All General Ordinances of the Kodiak Island Borough passed prior to the passage of this ordinance and which are in conflict with this ordinance are hereby repealed insofar as they conflict with any provision of this ordinance. SECTION SIX: Separability. Invalidity of any section or provision. It is the intention of the Kodiak Island Borough that this ordinance, and every provision thereof, shall be considered separable; and the invalidity of any section, clausi, Page Four, ORDINANCE NO. 65 -3 First Reading and Approval Date: March 18 , 1965 Second Reading and Approval Date: April X / , 1965 provision, or part or portion thereof of any section, clause or provision of this ordinance shall not affect the validity of any other portion of this ordinance. SECTION SEVEN: Penalty. Any person, firm or corporation violating any provision of this article shall be fine not less than $50.00 nor more than $100.00 for each offense; and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues. Publication of this ordinance shall be made by posting a copy thereof on the bulletin board of the Kodiak Island Borough for a period of ten (10) days following its passage and approval.
