1990-03 Lobbying Services with Ronald A. GarziniAGREEMENT FOR LOBBYING SERVICES Ronald A. Garzini agrees to represent the Kodiak Island Borough from November 1, 1991, until June 30, 1992. He will represent the Kodiak Island Borough before the Alaska State Legislature and State Administration. His representation will be focused towards the various projects the Borough will have before the 1992 legislature. Borough representatives will assist with testimony as appropriate on legislative issues. He will report directly to the Mayor of the Kodiak Island Borough. He will travel to Kodiak to meet with the Mayor and Assembly on November 7, 1991, to review the Borough's top priority project sites. He will provide the Borough Mayor and Assembly with updates by phone every week to ten days regarding the progress of the Borough's projects during the term of this contract. He will be available to the Borough Mayor and Borough Assembly by telephone, FAX, memorandum, and in person in Juneau as appropriate. Kodiak Island Borough priorities for this agreement are the following seven items: 1. Construction funds for the Kodiak Island Hospital - $15,000,000 2. High School construction funds for life, health, safety repairs at Kodiak High School - $1,200,000 3. Construction funds for replacement of the Main Elementary School Roof -$1,000,000 4. Full funding at the FY91 level for revenue sharing, municipal assistance, school foundation, and debt service funding 5. Old Harbor School Structural (life, health, safety) Repair -$525,000 6. Construction funds for a new elementary school - $7,500,000 7. Other significant items that might arise during the term of this contract The fee for the above services will be $35,000.00, payable in four installment payments: $11,500 on January 1, 1992, $11,500 on March 15, 1992, $6,000 on May 15, 1992 and $6,000 on June 30, 1992. I have enjoyed working with Borough officials these past years, and believe we are becoming a most effective team. Our communication changes this past year helped us a great deal. We should use the period from now until January to catch legislators before they go to Juneau. Both legislators and members of the executive branch are available more readily between now and January than they will be once the session begins. My hope is we can begin our engagement in November, and early on I would like to visit Kodiak and visit the projects you are interested in funding. The time I spent with Ray Camardella helped me a great deal. We could also discuss other priorities in detail. I could visit with members of the assembly to assure that our team is meeting their communication and participation goals. Construction fund for the Kodiak Island Hospital, $14,000,000 2. Funding of Kodiak Island Borough and other spill area communities of Raw Fish Tax replacement funds. 3. Funds for Kodiak Island Borough for debt service reimbursement of refinanced bonds in the FY90 Supplemental Budget (Section 16). 4. Funding to resurface Rezanof Drive, $1,200,000 5. Full funding for replacement of Mill Bay Road (at least $5 million), with transfer to the City of Kodiak. In addition, please keep us advised of any significant problems you become aware of in revenue sharing, municipal assistance, school foundation, or debt service funding.
