Things are slowly, but surly, gearing up here In preparation for the upcoming Legislative session. In particular the capital and operating budgets are In their early stages of creation. In this regard, this month I have met with The Governor's Chief of Staff, Mr. Pat Ryan, The Governor's Director of the Office of Management and Budget, Mr. Shelby Stastny, The Commissioner of The Department of Transportation and Public Facilities. Mr. Bruce Campbell, The Deputy Commissioner Of The Department of Community and Regional Affairs, Mr. Bruce Geraghty, the new Director of the Alaska Energy Authority, Mr, Don Harris, and the Senate Majority Leader and Chairman of the Senate Judiciary Committee, Senator Robin Taylor. I have opened up direct and continuous communications with the above mentioned administrative and legislative leaders regarding our interests in the mentioneds all of budgetary and legislative process. One of the Subjects that has come up i the meetings mentioned is the discrepancy between last years projected n price e impact ce for this year and the actual current prices. There is great concern of th this on this years operating and capital budgets. We will have to be more of met. aggressive and diligent than ever this year to assure our needs and concerns are I will be meeting with other Commissioner and Directors Involved in the process this fall. After the "adjournment frenzy" in May things seemed rather quiet here this month. I have spoken with the Governor's office several times to monitor the bill signing and veto process, which 1s following bills of importance about all going on here this month. To date, the to The Kodiak Island Borough have been signed. -The 94 On ra inQ R o } The Governor signed this legislation without a single veto. This bodes well for Kodiak. This means that the jail contract will stay intact without any reductions, as was feared with the original cut requests. This also means that the Kodiak recorders office will remain intact and open for business with the obvious benefits to the local users of this office. The many other ramifications of the operating Budget are fairly wen known to the people and offices effected by it. If you have any specific questions about what is in it don't hesitate to ask. -The "Fish t.nnriten r•. The Governor signed this one last week. I dont think I have to eiplain what 1t dces. We are all too familiar with the bill after the Intensive lobbying we all did in the final hours of the Legislative Session here in Juneau in May. In shat, this is a good piece of Legislation that levels the Playing field just a little for the "on shore" processors. There Is a lot of optimism about the potential for this increasing the recognition and demand for our products. Although the Governor has signed many other bills these are probably of the most interest to The Kodiak Island Borough. The one obvious bill that has not been addressed yet is the all important Capital Budget Bill. The 20 day limit on vetos after transmission is coming up in early July, so we should see some action on this soon. I am still hopeful we will be left alone. However, I should tell you I have heard some rumblings from the 3rd floor about their being extremely upset about Sen. Zharoff voting against the Fish Landing Tag Bill. Even though the City and Borough lobbied strongly in support or it, against your own Senator, the fact is that he is on record voting against it after the Governor let it be known, in no uncertain terms, this was a very important piece of Legislation to him. I am not sure how much, if any, this will impact the red pen. As soon as the veto process starts i will monitor it closely and keep you informed of any action affecting us one way or the other. Hope all is well. DATB: April 26, 1993 SIIDJBCT: April report TOTAL 6 FAX PAGES 4 Dear Jerome: This will be A.I.M's report for April, 1993. It has been a busy month here in the Capital. With the many folks down here from the island and the session gearing up for the race to adjournment. I arranged several meetings for Chief Jack McDonald who was here for the Police Standards Task Force meetings earlier this month. One of the thrusts of our meetings was to assist the Department of Public Safety in reinstating funds that were proposed to be cut from their contract jail budget. Some $190, 000 was earmarked to be deleted from their budget. We met with The Chairman of the Senate Judiciary Committee and Senate Majority Leader, Mr. Robin Taylor and the House judiciary Chairman Mr. Brian Porter. Our timing couldn't have been better and we basically help negotiate a settlement between the House and Senate. We were successful In getting $120,000, put back in the budget which should minimize BAY aegative impact on the Kodiak Jail. After receiving several calls in regards to the local reorders office being cut from the budget I spent two busy days rounding up support to put those funds back in the operating budget. Because Senator Taylor, Sen. Jacko and Sen. Adams also had Positions on the chopping block I alerted them to the consequences of losing their only recorders office In their communities. As a result they met with the Senate Finance Committee and requested that the Conference Committee on the Operating Budget accept the House numbers for these positions. We were successful in doing Specialists to Governmental Relations, Legislative Lobbying and International Resource Development 0426/93 :3:22 E 907 789 0190 P.@2 this and unless something unexpected happens on the floor your recorders office will remain open. There is still no consensus, even at this late date, in regards to a school construction spending bill for this year. There is a wide difference between the House and Senate proposals. This could be one of the major obstacles to an early adjournment. There will be a joint session of the House and Senate tomorrow to confirm the Governor's appointees to 4 commissioners posts and close to 100 spots on various boards and commissions. I think we had a constructive set of meetings while you were here last week. in particular the meeting 1 arranged with the new Commissioner of The Department of Transportation and Public Facilities, Mr. Bruce Campbell. As you heard we have a strong supporter and someone extremely familiar with Kodiak at the helm at D.O.T. new, i have met with him twice since you returned home and our relationship just keeps getting better. I am very optimistic about the next couple of years of his leadership. The following is the current list of projects for The City of Kodiak and the Kodiak Island Borough. Selby Mayor Kodiak Island Borough Kodiak, Alaska Dear Mayor Selby: 71ac ., I am transmitting an agreement for lobbying services which I have signed and my resume. I have changed the agreement which you faxed to me to reflect that Legislative Consultants, Inc. is the contractor. This is the corporation under which I have been conducting my lobbying services and I am the President, sole owner and employee. One paragraph that is not clear is Paragraph 3 dealing with travel to Kodiak twice during the term of the contract. Is the cost of the travel and expenses reimbursable or covered under the $35,000 fee? I would be very pleased to represent the Kodiak Island Borough before the Alaska State Legislature and State Administration and I feel that I can do a good job of delivering as many of your priorities and other needs as are possible given the current status of state income and Policies of a new administration. As You are aware, I served in the Legislature for 8 years (1977-1984) and during four of those years was Speaker of the House. I have a good working relationship with both Republicans and Democrats in the state legislature and served with many of them during my term in office_ Also, many key members of the administration are my friends and associates and I have good access to the Governor's office. As I discussed with you by Phone, I feel that I have adequate time to devote to a contract with the Kodiak Island Borough during the next legislative session. Although I have several contracts I do not feel that I have committed myself to more than I can deal with in a successful manner. For your information, other clients I expect to represent during 1992 are the following: Alyeska Pipeline Service Company Alaska Association of Realtors Municipality of Anchorage Chugach Alaska Corporation Calista Corporation Air Photo Tech, Inc/Aero Map U.S. Inc. I have lobbied for Anchorage, Homer, the mat au borough, and the Onalaska; my local government lobbying experience is extensive. I currently represent Homer, but that does not present a conflict because Homer's legislative delegation is from different legislative districts than the borough legislative delegation. I will work closely with you and your assembly to achieve the legislative goals that you have established for the borough. my style is to encourage the members of the local government to become as actively involved in the lobbying process as they desire. I am able to work with your legislative delegation, but I also bring a broad base of ability to work with legislators from other areas in order to achieve your goals.
