KODIAK ISLAND BOROUGH
ORDINANCE NO. FY2019-01B
AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING
ORDINANCE NO. FY2019-01, FISCAL YEAR 2019 BUDGET, BY AMENDING BUDGETS TO
ACCOUNT FOR VARIOUS REVENUES THAT ARE OVER BUDGET, PROVIDING FOR
ADDITIONAL EXPENDITURES AND MOVING FUNDS BETWEEN PROJECTS.
WHEREAS, staff requests a Use of Fund Balance of $78,200 within the Solid Waste Collection
& Disposal fund for the unexpected purchase a new membrane for the Leachate Treatment Plant;
and
WHEREAS, staff requests a Use of Fund Balance of $7,479.04 within the Debt Service fund to
pay for the unbudgeted interest payment due in June 2019 on the new financing issued in
December 2018 through the Alaska Municipal Bond Bank Authority (AMBBA) for the voter
approved High School Renovation Project; and
WHEREAS, the Borough received a project amendment from the State of Alaska Department
of Education & Early Development providing permission to redirect $100,000 of project funds
within the Capital Projects fund, from KMS Fire Alarm project to the KMS Boiler Replacement
project; and
WHEREAS, Womens Bay Road Service wishes to contribute up to $20,000 to the Capital
Projects fund, Lake Orbin Culvert Replacement project; and
WHEREAS, staff requests a transfer of $100,000 from the Building and Grounds — Borough
Building fund to the Capital Projects fund, Borough Building Exterior Painting project; and
WHEREAS, staff requests the use of $100,000 of bond proceeds from the Solid Waste
Collection and Disposal fund, for the Baler Roof/Siding project, to replace the project contingency
that was expended to award a contract based on local preference and to provide for unexpected
issues during construction.
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is NOT of permanent nature and shall NOT become a part of the
Kodiak Island Borough Code of Ordinances.
