FY2019-01A AN ORDINANCE OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AMENDING ORDINANCE NO. FY2019-01, FISCAL YEAR 2019 BUDGET, BY AMENDING BUDGETS TO ACCOUNT FOR VARIOUS REVENUES THAT ARE OVER BUDGET, PROVIDING FOR ADDITIONAL EXPENDITURES AND MOVING FUNDS BETWEEN PROJECTS. WHEREAS, the Borough received a project amendment from the State of Alaska Department of Education & Early Development providing permission to redirect $30,000 of project funds from Project #15003 — Roofing Replacement East and KMS (Kodiak Middle School) to Project #15008 — Flooring Replacement for Akhiok, Karluk & Ouzinkie (receiving $5,000) and Project #15011 — LIST (underground storage tank) Main, Old Harbor & Port Lions (receiving $25,000); and WHEREAS, in May 2017, the Borough made repairs to the Main Elementary walkway using $336,370 from the Building & Grounds fund and $11,130 from the Facilities Fund. Subsequently, the Borough received permission from the State of Alaska Department of Early Education & Early Development to redirect funds from other capital projects to pay for the project. This amendment will return $336,370 to the Building and Grounds fund and $11,130 to the Facilities Fund; and WHEREAS, the Borough received a 2014 Legislative Grant in the amount of $50,000 towards Project #15010 —Playground Replacement; and WHEREAS, the Borough received a project amendment from the State of Alaska Department of Education & Early Development providing permission to redirect $3,580.62 of project funds within from Project #15003 — Roofing Replacement East and KMS (Kodiak Middle School) to Project #15009 — Paving and UST Replacement; and WHEREAS, the Borough received a project amendment from the State of Alaska Department of Education & Early Development providing permission to redirect $6,615.56 of project funds from Project #15005 — Flooring Replacement — Main and Peterson to Project #15009 — Paving and UST Replacement; and WHEREAS, the Borough received a project amendment from the State of Alaska Department of Education & Early Development providing permission to redirect $14,799.77 of project funds from Project #15006 — Peterson Elementary Boilers and Controls to Project #15009 — Paving and UST Replacement; and Kodiak Island Borough, Alaska Deletion — Red, Strikeout Insertion — Bold, Blue, Underlined Ordinance No. FY2019-01A Page 1 of 4 Version 1 90 91 92 93 94 95 96 97 98 99 100 101 102 103 104 105 106 107 108 109 110 111 112 113 114 115 116 117 118 119 120 121 122 123 124 125 126 127 128 129 130 131 132 Section 3: Fund 469 Renewal & Replacement —Project #17006 -Main Elementary Walkway will decrease by $347,500 and: • Fund 220 Building & Grounds, will increase by $336,370 • Fund 276 Facilities Fund, will increase by $11,130 Section 4: Fund 470 Capital Projects — Project #15010 Playground Replacement, will increase by $50,000. Section 9: Fund 469 Renewal & Replacement, will allocate $25,000 to Fund 450 Capital Projects — Project #16003 Chiniak Emergency Shelter Rebuild. Section 10: Fund 469 Renewal & Replacement, will allocate $30,000 to Fund 450 Capital Projects — Project #16003 Chiniak Emergency Shelter Rebuild. Section 11: Fund 469 Renewal & Replacement, will allocate $75,000 to Fund 450 Capital Projects — Project #16003 Chiniak Emergency Shelter Rebuild. Section 12: Fund 555 KFRC, will allocate $30,000 to Fund 426 Capital Improvements — Project #19003 Seawater Storage and Filter Vessel. Section 13: Fund 555 KFRC, will allocate $150,000 to Fund 426 Capital Improvements — Project #19004 Fire Alarm Replacement & Upgrade. Section 14: Fund 220 Building and Grounds, Department 232 Borough Building will decrease by $150,000 and • Department 234 School Buildings, sub -department 215 Larsen Bay Closed school will increase by $75,000 Kodiak Island Borough, Alaska Deletion — Red, Strikeout Insertion — Bold, Blue, Underlined Ordinance No. FY2019-01A Page 3 of 4 Version 1 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 89 WHEREAS, staff requests a transfer of $50,000 from Fund 530 Solid Waste Collection and Disposal to Fund 490 Capital Projects - Project #18005 Baler Building UST due to discovery and required treatment of contaminated soil; and WHEREAS, staff requests a transfer of $25,000 from Fund 469 Renewal & Replacement to Fund 450 Capital Projects - Project #16003 for Chiniak Emergency Shelter Rebuild for water treatment; and WHEREAS, staff requests a transfer of $30,000 from Fund 469 Renewal & Replacement to Fund 450 Capital Projects - Project #16003 for Chiniak Emergency Shelter Rebuild for a septic system; and WHEREAS, staff requests a transfer of $75,000 from Fund 469 Renewal & Replacement to Fund 450 Capital Projects - Project #16003 - Chiniak Emergency Shelter Rebuild for a generator; and WHEREAS, staff requests a transfer of $30,000 from Fund 555 KFRC to Fund 426 KFRC Capital Improvements — Project #19003 Seawater Storage and Filter Vessel for design and bid package preparation for tank liners; and WHEREAS, staff requests a transfer of $150,000 from Fund 555 KFRC to Fund 426 KFRC Capital Improvements — Project #19004 Fire Alarm Replacement & Upgrade for replacement and upgrades to current fire alarm system; and WHEREAS, staff requests a transfer of $150,000 within Fund 220 — Building and Grounds from the Borough Building department to the School Buildings department for unbudgeted repairs and school closure costs. $75,000 will go toward the Larsen Bay school and $75,000 toward the Karluk school; and WHEREAS, staff originally budgeted for the possible utility costs associated with the closure of the Port Lions and Karluk schools, and since the Port Lions school did not close, staff is requesting a transfer of the $25,000 of budgeted utility expenses from the Port Lions school (which did not close) to the Larsen Bay school (which did close); and NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: This ordinance is NOT of permanent nature and shall NOT become a part of the Kodiak Island Borough Code of Ordinances. Section 2: Within Fund 470 Capital Projects: • $30,000 decrease to Project #15003 Roofing Replacement— East and KMS, • $5,0000 increase to Project #15008 Flooring Replacement — Akhiok, Karluck & Ouzinkie, • $25,000 increase to Project #15011 UST Replacement — Main, Old Harbor, & Port Lions Kodiak Island Borough, Alaska Deletion — Red, Strikeout Insertion — Bold, Blue, Underlined Ordinance No. FY2019-01A Page 2 of 4 Version 1 133 134 135 136 137 138 139 140 141 142 143 144 145 146 147 148 149 150 151 152 153 154 155 Department 234 School Buildings, sub -department 225 Karluk Closed School will increase by $75,000 Section 15: Fund 220 Building and Grounds, Department 232, sub -department 220 Port Lions Closed School will decrease by $25,000 and sub -department 215 Larsen Bay Closed School will increase by $25,000.
