fill in Bell's..Flats...We have attempted to'.be as 'cociperative as:
possible to support 'your industry and yet assure public. safety
and welfare.
It is the positlon,of the Planning Department that an additional,
use. permit is required from the Kodiak lsiand•Borough Planning and
Zoning Commission. This department, in agreement with the
Department of Environmental .Conservation and the. Department of Fish
and Came, is prepared to recommend ,granting of a one -year permit.
It is anticipated that during that year we would work with you to
determine a suitable permanent site Also,,, your requirements would be
included in an overall urban Kodiak Sanitary Land Fill survey being
conducted by the City of Kodiak and the Coast Guard.

As of the time of this letter we have not received all of the infor-
mation necessary-to finally process your permit application for your
solid waste disposal facility at Bells Flats:;:_ The only document we
need is a letter from the Kodiak Island Borough stated that this site
complies with their zoning regulation. I have talked with the. Borough
and they tell me no request has been made by the livestock CO-OP to have
the matter considered. Therefore please contact Mr. Will Gariss at
486-5736 or stop into his office in the Borough Building to get this
requirement satisfied.
We will be waiting for a-letter-from the Borough prior to our issuing a
permit.

Will Gariss requested my recommendations regarding certification of
compliance with zoning requirements for the Kodiak Livestock Co-Op's
waste disposal facility.
It is my understanding that the slaughter-waste will be placed in the
trench adjacent to Russian River, buried with .6 inches of fill as they
are deposited and finally covered with 2 feet of material.
These procedures are probably adequate for the small volume of waste
which could be expected this year, however I feel that a more permanent
solution should be sought.
Due to the rapidly approaching period when the Co-op must initiate,
slaughter operations I recommend the issuance of an interim disposal
permit for this years operation. Under no conditions should the trench be
extended closer to the Russian River. A11 .waste should be adequately
buried to prevent the attraction of scavanger birds and animals, and also
to prevent leeching of waste to the adjacent.streams.
Following next springs "break-up" the Co-op should locate a site remote
from the streams. The site should be .large enough to accommodate the
maximum volume of future waste which they expect to produce and in .
soils permeable enough to accellerate natural degradation. The final
disposal site should meet all of the criteria established by the EPA and
the DEC,

Dear Mr. Hough:
Your letter to the State regarding a dump site has been forwarded
to us for answering. They cannot issue a permit since the lands
selected have been only tentatively approved.
As near as we can determine from your drawing you desire a dump
just south of the right -of -way boundary in the NW4 section 28,
T. 29 S., R. 20 W., S.M. People had been dumping in the gravel
pits adjacent to the road and last summer we required the Highway
Department to clean this up. They did this at considerable time
and expense and are, no doubt, not anxious to become involved in
another dump on the right-of-way.
These lands have been selected under the Alaska Native Claims
Settlement Act by the village of Woody Island. Prior to
issuance of a permit we would have to have the non - objection
of the village in writing. Upon conveyance of the lands, it
will be necessary to deal directly with them.
