6. Authorize expenditure of up to $2,500 for clean -up of junk cars
Mr. Peotter moved to authorize expenditure not to exceed $2,500 for
removal of junk cars and covering of same. Seconded by Mr. Anderson.
Unanimous roll call vote.
Mr. Peotter moved to continue the Assembly Meeting until 11:45 P.M.. Seconded
by Mr. Herrnsteen. Motion carried unanimously.
7. Disposal of East Elementary trailer - School will advertise
Mr. Peotter moved to authorize the sale as layed out by the Manager.
Seconded by Mr. Wakefield. Unanimous voice vote.

Mr. Peotter moved to adopt Ordinance No. 80 -48 -0 and to insert on the
third line 8 percent. Seconded by Mr. Herrnsteen. Unanimous voice vote.

Mr. Peotter moved to accept the low bid of $8,308 from Industry Services,
Inc. of Anchorage. Seconded by Mr. Herrnsteen. Motion carried with Mr.
Anderson voi'ing objection. Mr. Arndt was out of the room.
G. Akhiok School Proposal
Mr. Peotter moved to grant the fees to Mr. Ecklund as pointed out in his
letter for the vertical and horizontal positions of existing utilities
near the proposed school site, tie test pits as located by the soils
Engineer and tie existing surveys for photo control not to exceed $1,500.
Seconded by Mr. Wakefield. Unanimous voice vote.
H. Application for Lease of Lt. 4, Blk -2 Bells Flats AK Subd. - Olafson
Mr. Peotter moved to approve the lease to Mr. Ted Olafson for $123.33
per year. Seconded by Mr. Wakefield. Motion failed by unanimous voic4g vote.

Mr. Herrnsteen moved to approve the sale of $1,000 worth of gravel from.

Subject: K 729 Material Sales Apin.
The application to purchase $1,000 worth of gravel (2,000 cubic
yards at 50 per cubic yard) did not state whereon borough
land the gravel was to come from. The applicant did state the
gravel would be used to upgrade the roads in his subdivision
within Block 7of Bell Flats Alv.Subd. ‘This would make Parcel
B-2 of Tract B Bells Flats Ak Si:216th .a.lbgical site to be con-
sidered for a supply:
The,Plannina and Zoning Commission's recommendation to the
Borough Assembly :should consider,the following:
1.
When the Assembly adopted Ordinance 78-25-0 they
did not adopt the section that authorizea negotiated
sales for small volumes. (18.60A30 Deleted). The
ordinance now requires this request go through
the public offering process (18.;.20.100 A and
18.20.110 A).
• 2. This small volume sale should be limited to a 2-3
acre area.
The contract needs to specify what is to be done
with the overburden, depth of excavation allowed,
final grooming of the site and method of deter-
mining the volume removed.
4. This size sale should be a lump sum sale.

5. Consideration should be given as to how the Borough
wants Parcel B-2 to develop. Does it want to proceed
with 'small volume sales and scalp the area down to the
water table rendering the area unusable in a short
time or require bailing to create a manmade lake and
recover a larger volume of gravel?
I am aware a contract was negotiated to P-K Contractors on
October 3, 1980 for 1500 cubic yards. Mr. Povelite will have
justification to ask why he must purchase through public
auctionwhen P-K Contractors didn't. This situation presents
a conflict that must be resolved. My recommendation is for
the Borough to adopt an ordinance to authorize small nego-
tiated sales.
A possible short term solution may be for the Bells Flats
Road Service District_to apply for the gravel. They would
qualify for a negotiated disposal under 18.20.100 B and
18.20.110B. This idea would only fly if the streets in
the subdivision are part of the road service district system.
Another confusing item in the ordinance is the existence of
18.60.050 A. This subsection was written to go along_with
section 030 which was deleted. As it now exists it would..
require the minimum of '$1,000 to be paid by any qualifying
governmental entity.
