Box 1275 Kodiak, AK 99615 Kodiak Island Borough 710 MILL BAY ROAD KODIAK, ALASKA 99615-6398 FILE COPY Re: Placement of Mobile Home w/o Permits Tract A, Block 3, Bells Flats Subdivision (Batch Plant Site) May 31, 1996 I recently received a complaint that you moved a mobile home to the Batch Plant site in Bells Flats and connected it to a septic system without first obtaining a zoning compliance and building permit. This is a violation of Kodiak Island Borough Code sections 15.04.030 and 17.03.060. There is also some concern that the septic system is located too close to the pond to meet State DEC requirements. In addition, the property is zoned Industrial which allows you to have only one dwelling for a watchman or caretaker. Since there is already one caretaker dwelling unit on the site, the new mobile home can only be used for storage, office or some other non- residential use. Please come in to obtain the required permits by the end of the day on Friday June 7, 1996 to avoid any further enforcement action. Director Len Kimball, Building Official Complainant Kodiak Island Borough MEMORANDUM DATE: May 23, 1997 TO: Tom Bouillion, CDD FROM: Bud Cassidy, RMO SURE Zoning Compliance - Fred Kallelid Block 3, Tract A, Bells Flats, AK. Subd. Mr. Kallelid has applied for zoning compliance to place a metals processing facility on the above lot. This location will be used to process metals associated with the clean up of Long Island, Chiniak, and possibly Woody Island. These are projects associated with the clean up of W.W. II or W.W. II era debris. The borough has supported these clean up projects and will support Mr. Kallelid efforts. Though there is no question that the proposal meets the requirements of the industrial zoning district, there is a conflict with his proposal and the language found in the deed of trust signed by the land owner, Brechan Enterprises, when the parcel was purchased from the borough. In short, they have not met the conditions stipulated in the deed of trust. I have been in contact with Brechan Enterprises and made them aware of the conditions under which the property was purchased. They have agreed to meet these conditions. I will be drafting a letter to Brechan Enterprises that outline a specific timeline for compliance.
